Peran Gerakan Perempuan dalam Reintegrasi Perempuan Eks-Kombatan Pasca Konflik:(Studi Atas Liga Inong Aceh( Lina)

2015 | Tesis | Ilmu Hubungan InternasionalAbstract Almost a decade peace was achieved in Aceh after signing Memorandum of Understanding (MoU) Helsinki at August 15, 2005 between Government of Indonesia (GoI) and Free Aceh Movement / Gerakan Aceh Meredeka (GAM), are facilitated by Crisis Management Initiative (CMI) lead by Finland former president Martti Ahtisaari. As post conflict area, Aceh entering three phases of peacebuilding processes called Disarmament, Demobilization and Reintegration (DDR). Those the reintegration is the most challenging phase due to complexity and long term process. Regarding the importantly of reintegration process, unfortunately MoU did not put the gender base sensitivity as the part of decision making on peace agreement. Here is the reintegration program policies began with gender injustice against female ex-combatant who did not mentioned as a beneficiaries of reintegration program benefits. Those reality of gender injustice reintegration program had been initiated the establishment of Acehnese Women League/Liga Inong Aceh (LINA) on June 11, 2006 by Shadia Marhaban and some Acehnese women activists. This research uses qualitative method where taken direct interviews with numerous correspondents as primary data resources and mixing with literatures as secondary data resources. Analyze with social movement theory by Alberto Melluci and reintegration concept itself, this research tries to answer the question about how does LINA’s role in female reintegration processes into Aceh society. Supporting with dept case study research character, the writer tries to shows a comprehensive and latest reality regarding female ex-combatant life in post conflict area. Refer to the research activities, the writer found that LINA is a post conflict women movement who comes as a place for female ex-combatant through gave them fostering training for their successful reintegration processes. The most important LINA’s working agendas which affected the female ex-combatant to be better are political education and capacity building training, educational body, and communications media. Even the current condition of LINA as organization was stagnant, but their works must be appreciated since LINA had been gave the benefits of their programs to female ex-combatant new life with long term effects as what reintegration goals and peacebuilding addressed.
