Abstract Daerah Istimewa Yogyakarta (DIY) has a long-term development goal as a leading cultural center in Southeast Asia in 2025. Global scale city-based film festival is a cultural potential which can be optimized to achieve the goal. This qualitative study aims to explore governance practices of film festival in Daerah Istimewa Yogyakarta. The exploration of study related to aspects of autonomy and interdependence which operated by civil society-local government on the governance of the film festival in Daerah Istimewa Yogyakarta. The locus of this research is carried out governance of Festival Film Indie Yogyakarta-Pekan Film Yogyakarta, Festival Film Pelajar Jogja, Festival Film Dokumenter and Jogja-Netpac Asian Film Festival. This study elaborates term of film festival (de Valck, 2007), the perspective of governance (Rhodes, 1996; 2007; Kooiman, 2003) and the opportunities interpenetration (Munch, 1981) as theoretical framework. This study used an exploratory case study strategy. This qualitative study found the film festival in Daerah Istimewa Yogyakarta started by the initiative of autonom civil society and local governments. The festivals are managed by self governance. The intentional interdependence interaction occurs between the film festival actors of civil society and government. The interaction exchange resources and practice the rules of the game or instrumentation governance. The process of interactive governance on the film festival is developed into a structural interpenetration in which the exchange of interests, values and resources occurs within the framework to reinforce each other. The interpenetration might be a way to operate the purpose of collective into collective action. Interdependence on the film festivals occurs directly or indirectly. The interactive governance process associated with the process of policy network on governance of film festival in Daerah Istimewa Yogyakarta.
