Peran International Conference of Islamic Scholars(ICIS) dalam Diplomasi Publik Indonesia

2015 | Tesis | Ilmu Hubungan InternasionalABSTRACT The domestic terrorism actions in the name of Islam had led Indonesia to negative image as a terrorist state. By the rising issue of international terrorism, Indonesia seeks to shape positive perception of international public with the theme of democracy and moderate Islam in public diplomacy program. On the other hands, endeavouring positive image is not only undertaken by the state. This study attempts to explain the International Conference of Islamic Scholars (ICIS) as a forum initiated by Indonesian ulama to promote Indonesian Islam. By using the concept of interest and capability in public diplomacy, this qualitative analysis research focuses on the role of ICIS as a non-state actor in Indonesia’s public diplomacy. The result indicates that in addition to being a forum to respond to tensions between the West and Islam, ICIS is formed to explain the existence of Islam in Indonesia. The wide network, welcoming forum and the knowledge of ulama became instruments that are not owned by the state in promoting moderate Islam compatible with the concept of democracy.
