Penerapan INPRES Nomor 7 Tahun 1999 tentang Akuntabilitas Kinerja Instansi Pemerintah (AKIP) adalah salah satu usaha pemerintah untuk menciptakan kepemerintahan yang baik (good governance) diwujudkan melalui pengembangan sistem dan menunjukkan kinerja yang akuntabel dalam Laporan Akuntabilitas Kinerja lnstansi Pemerintah (LAKIP). Sehubungan dengan kenyataan bahwa implementasi AKIP masih belum efektif, penulis mengadakan suatu penelitian terhadap proses implementasi dengan menggunakan metode penelitian deskriptif kualitatif untuk mengtahui sejauhmana efektifitas implementasi INPRES Nomor 7 Tahun 1999 dan untuk mengidentifikasi faktor-faktor yang mempenbaruhinya. Populasi obyek penelitian adalah institusi di mana penulis bekerja, yeu : Sekretariat Negara, Sekretariat Kabinet, dan Sekretariat Militer Presiden, dan institusi lain yang turut berperan dalam pengembangan kebijakan ini, yaitu : Kemenrian PAN, BPKP, dan LAN, dengan sampel terkumpul sebanyak 90. Instrumen-instrumen yang digunakan dalam penelitian ini adalah teknik observasi atau survei partisipan, interview, dan kuesioner sebagai alat untuk mendapatkan data primer. Sementara, data sekunder dikumpulkan melalui proses dokumentasi, yaitu pengumpulan informasi dari laporan-laporan, literatur, publikasi resmi yang diterbitkan pemerintah, dan kepustakaan. Hasil penelitian implementasi kebijakan AKIP di instansi Sekretariat Negara, Sekretariat Kabinet, Sekretariat Militer Presiden, Kementerian PAN belum berjalan baik sedangkan di instansi BPKP dan LAN sudah berjalan baik. Faktor yang kuat mempengaruhi tidak berjalannya implementasi AKIP adalah masih rendahnya kesadaran para pelaksana, meskipun dukungan struktural organisasi pelaksana dan komunikasi antar organisasi sudah berjalan baik namun tidak kuat mempengaruhi keberhasilan implementasi AKIP. Sementara di instansi BPKP dan LAN keberhasilan implementasi AKIP kuat dipengaruhi oleh sikap para pelaksana yang mempunyai kesadaran yang tinggi serta kemampuan dalam menerapkan AKIP.

The implementation of INPRES number 7, 1999 on performance accountability of government institutions (AKIP) is one of the government efforts to create good governance is performed through improving system and enhancing performance that is held accountable in the report of performance accountability of government institutions (LAKIP). Considering the fact that the AKIP implementation is not yet effective, the writer conducted a research on the implementation process using qualitative descriptive research method to assess how effective the implementation of INPRES number 7, 1999 is and to identify its influencing factors. The population of research objects is the institutions where the writer works State-Secretariat Office, Cabinet Secretariat, Presidential Military Secretariat, and other institutions taking part in creating the policy, namely PAN Ministry Office, BPKP, and LAN, with samples collected as many as 90. Instruments employed in the research are observation technique or participant survey, interview, and questionnaires as tools to acquire primary data. Meanwhile, secondary data are collected through documentation process, namely collecting information from reports, literature, official publications issued by the government, and library. The outcome of the research on the AKIP implementation in State Secretariat Office, Cabinet Secretariat, and Ministry of PAN shows the implementation did not work as good as others, like BPKP and LAN that are quite good. The most influencing factor on the implementation policy process is the weakness of the executors attitude although structural support and communication factor among executors are quite good but it does not strong enough to influence the AKIP implementation successfully. While in BPKP and LAN, the executors attitude with high level of capability and skills to implement AKIP influence the AKIP Implementation strongly.
