IMPLEMENTASI DPM-LUEP DALAM KEBIJAKAN KETAHANAN PANGAN DI KABUPATEN REMBANG

Penelitian ini tentang nasib kebijakan food governance di tingkat lokal, dengan fokus proses pengambilan keputusan dalam pengucuran Dana Penguatan Modal Lembaga Usaha Ekonomi Pedesaan (DPM-LUEP) di Kabupaten Rembang.Untuk mengurai persoalan di atas, penelitian ini menggunakan pendekatan food governance yaitu suatu hubungan dan keterlibatan petani, pemilik rice mill dan pemerintah lokal dalam suatu usaha pemenuhan kebutuhan pangan lokal. Dimulai dari membongkar kebijakan (sistem, mekanisme dan prosedur) kebijakan DPM-LUEP, kemudian identifikasi persoalan-persoalan pokok dan substansial, hingga struktur sosial, ekonomi dan politik petani di pedesaan dalam suatu kaca mata pandang demokratik dan governance dalam pengambilan keputusan, dilanjutkan dengan pemetaan jalan (road map). Dari hasil penelitian di lapangan, maka ditemukan beberapa hal antara lain: 1) kebijakan dana penguatan modal untuk petani telah terjebak pada dilema klasik kebijakan pembangunan yakni apakah pembangunan mengejar efisiensi ekonomis sempit berdasarkan keamanan finansial melalui pertimbangan kalkulatorial budgetting (semata-mata soal kemampuan agunan dan tanpa memperhatikan aspek penyebaran kemanfaatan/pemerataan), ataukah mempertimbangkan aspek demokrasi dan governance yakni tentang makna akuntabilitas (kebertanggungjawaban publik) dan yang lebih luas lagi kesejahteraan dan keadilan (pemerataan). 2) pengucuran dan pembagian dana penguatan modal telah bergeser dari prinsip kedaulatan pangan menjadi kedaulatan sabet dan botoh bupati (tim sukses pilkada). 3) terjadi penyimpangan atau pembelokan arah kebijakan dari kepentingan pemberdayaan dan penguatan petani menjadi pemberian modal kerja kepada para pengusaha rice mill (elit ekonomi desa/bosisme) dan para jagoan lokal melalui politisasi kebijakan dengan menegaskan bahwa DPM-LUEP sepenuhnya merupakan hak prerogratif bupati. 4) terjadi penyerderhanaan pemahaman tentang revitalisasi kelembagaan petani dari wadah lama KUD menjadi LUEP. 5) DPM-LUEP akhirnya hanya sebatas hadiah dari kekuasaan sebagai patron dan benevolent (sang pemurah hati) atas konpensasi politik kepada para pendukungnya pada saat pilkada langsung. 6) indikasi penyimpangan terjadi karena para pelaku dan pengambil kebijakan terjebak pada �keangkuhan proseduralisme� dan menjauhkan semangat dan bekerjanya demokrasi partisipasif dan good governance dalam penyusunan dan penentuan siapa dan di mana saja yang mendapatkan kucuran DPM-LUEP di Kabupaten Rembang. Gambaran tentang semakin sempurnanya �lingkaran setan baru� dalam pembangunan ekonomi lokal di pedesaan Jawa pasca kenaikan BBM dan dianutnya sistem politik baru pilkada langsung.

From the results of research in the field, it was found a few things, among others: 1) strengthening capital funding policy for farmers have been stuck in the classic dilemma of whether the development of policy development based on the narrow pursuit of economic efficiency considerations of financial security through kalkulatorial budgetting (solely about the ability of the collateral and without attention to the spread of the benefit / equity), or consider the aspects of democracy and governance, which is about the meaning of accountability (public accountability) and wider well-being and justice (equity). 2) strengthening the fund disbursement and distribution of capital has shifted from the principle of food sovereignty into sovereignty Sabet and botoh regent (election campaign team). 3) any deviation or deflection policy of empowerment and strengthening of farmers' interests into the provision of working capital to entrepreneurs rice mill (economic elite village / bosisme) and the local champion through the politicization of policy by asserting that the DPM-LUEP entirely a prerogative of regents. 4) occurs simplification understanding of institutional revitalization of the old container farmer cooperatives into LUEP. 5) DPM-LUEP finally only a gift of power as patron and benevolent (the generous hearts) on political compensation to his supporters during election immediately. 6) an indication of the deviation occurs because the actors and policy makers stuck on 'arrogance proceduralism' and keep the spirit and the workings of participatory democracy and good governance in the preparation and determination of who and where are getting the running DPM-LUEP in Rembang. This description of the perfect 'new vicious circle' in the local economic development in rural Java, after the increase in fuel and was followed by a new system of direct election politics.
