Perubahan status UGM menjadi PT-BHMN, maka secara otomatis terjadi proses transformasi baik secara kelembagaan maupun manajemen pengelolaan universitas dan fakultas. Perubahan status tersebut membawa konsekuensi kemandirian bagi UGM dalam hal manajemen pengelolaannya termasuk mandiri dari sisi finansial. Tuntutan tersebut berdampak pada kecenderungan komersialisasi pendidikan. Imbal baliknya atas otonomi kampus yang diberikan tersebut, menuntut peningkatan keterbukaan dan pertanggungjawaban. Sebagai salah satu institusi publik, Fakultas Hukum UGM haruslah mampu memaksimalkan nilai institusi pendidikan dengan menerapkan dan menegakkan prinsip-prinsip good corporate governance sebagai manifestasi dari perwujudan good faculty governance. Dari kenyataan yang ada, masih banyak kebijakan ataupun program-program yang bertentangan dengan prinsip-prinsip good corporate governance. Penelitian ini bersifat deskriptif kualitatif dengan unit analisis di Fakultas Hukum UGM. Penelitian ini bertujuan untuk menggambarkan penerapan prinsip-prinsip good faculty governance di Fakultas Hukum UGM. Sedangkan data diperoleh dari informan kunci yang merupakan stakeholders di Fakultas Hukum UGM. Teknik pengumpulan data yang digunakan adalah dokumentasi, observasi, dan wawancara untuk mendapatkan informasi yang lengkap untuk selanjutnya dianalisis. Secara umum kinerja Fakultas Hukum UGM terkait pelaksanaan good faculty governance, belum berkembang secara optimal. Pelaksanaan prinsip akuntabilitas masih cenderung terbatas diketahui oleh pihak-pihak yang terbatas, seperti Dekanat, Senat Fakultas dan Universitas. Dari prinsip keadilan, masih dirasakan adanya ketidakadilan dalam sistem penggajian dan insentif antara pegawai non edukatif tetap dengan pegawai honorer. Demikian pula nampak ketidakadilan akses masuk mahasiswa baru dari calon mahasiswa dari keluarga kurang mampu. Dari sisi responsibilitas, masih banyak kebijakan dan program yang bertentangan dengan etika akademik dan etika bisnis. Meskipun demikian, dari sisi tanggung jawab sosial UGM maupun Fakultas Hukum terhadap publik sudah nampak dari realisasi berbagai program dan kegiatan yang bersifat sosial dalam bidang akademik dan nonakademik. Adapun rekomendasi yang diberikan adalah melakukan revisi berbagai kebijakan dan program yang bertentangan terhadap prinsip-prinsip perwujudan good faculty governance. Melakukan eliminasi praktek-praktek akademik yang tidak sesuai dengan tujuan dan misi organisasi dan justru bisa menurunkan reputasi Fakultas Hukum UGM yang telah terbangun selama ini. Misalnya meninjau ulang program Ekstensi dan program Swadaya, yang selama ini terkesan lebih cenderung mengarah pada bentuk komersialisasi pendidikan. Perlu ditinjau ulang terkait sistem penerimaan mahasiswa baru yang dilaksanakan secara mandiri oleh UGM agar lebih mencerminkan prinsip keadilan. Kalaupun masih dipertahankan maka perlu penambahan jumlah lokasi tes seleksi yang bisa dijangkau oleh calon mahasiswa di seluruh Indonesia, sehingga memberikan akses yang lebih luas dan merata.

The change of Gadjah Mada University (GMU)’s status to be PT-BHMN automatically has created institutional and managerial transformation processes in the management of university and faculty. Consequently, it also results in the independence of GMU in terms of its management including its financial aspect. The requirement has impact on the education commercialization tendency. However, this campus autonomy requires improved transparency and accountability. As one of public institution, the Law Faculty of UGM should be able to maximize its educational institutional value through the implementation and enforcement of good corporate governance principles as further manifestation of good faculty governance. Based on the existing facts, numerous policies or programs have been still inconsistent with the principles of good corporate governance. This is a descriptive-qualitative study with the Law Faculty of UGM as analysis unit. The present research aimed to describe the implemented principles of good faculty governance at the Law Faculty of GMU. Data were gathered from key informants as the stakeholders of the Law Faculty of GMU. Data collection techniques involved documentations, observations, and interviews to obtain comprehensive information for analysis. In general, the performance of the Law Faculty of GMU in terms of implemented good faculty governance, has not been optimally developed. The implementation of accountability principle tended to be merely known by limited circle such as the staffs of Dean, the Senate Members of Faculty and University. Unequal incentive payment and remuneration between non educative and honorary staffs were found. Likewise, inequality in access of new and prospective students coming from less fortunate families was also found. View from responsibility aspect, numerous policies and programs contradictory with academic- and business-ethics were identified. However, viewed the public social responsibility of GMU and Law Faculty, the realization of various social programs and activities in academic and non-academic aspect are indicated. While the implementation of independence principles at faculty level is only found as planned effort and wish because hierarchically authority decentralized from university to the faculty is limited. It is recommended to revise various policies and programs contradictory with the principles of realized good faculty governance; to eliminate academic practices inconsistent with organizational goals and missions, which potentially reduce the recently established reputation of GMU Law Faculty, for instance by reviewing Extension and Self-supporting programs that currently has tended to be more educational commercialization-oriented; to review new students admission system that is independently conducted by GMU to more reflect the principles of equality. When considered as necessary to be exist, the greater number of reachable selection test locations should be provided for prospective students of nationwide; hence, wider and evenly distributed access.
