ANALISIS MANAJEMEN PERSEDIAAN OBAT DI INSTALASI FARMASI RUMAH SAKIT BETHESDA

Instalasi Farmasi Rumah Sakit mempunyai peranan penting sebagai salah satu revenue center utama mengingat lebih dari 90% pelayanan kesehatan di rumah sakit menggunakan perbekalan farmasi (obat-obatan, bahan kimia, bahan radiologi, bahan alat kesehatan habis pakai, alat kedokteran, dan gas medik) dan 50% dari seluruh pemasukan rumah sakit berasal dari pengelolaan perbekalan farmasi. Pengelolaan persediaan obat-obatan pada Instalasi Farmasi Rumah Sakit harus selalu dikontrol agar tidak menimbulkan kerugian finansial bagi rumah sakit. Instalasi Farmasi Rumah Sakit Bethesda (IFRSB) memiliki 165 item yang memiliki investasi modal besar dan sejak Januari 2013 hingga Desember 2014 demand obat selalu berfluktuatif, jika tidak ada suatu sistem manajemen persediaan yang baik maka akan sangat berisiko mengalami stock out. Sistem yang digunakan dalam penelitian ini yaitu analisis ABC-VED, Continuous Review Policy (CRP), Period Review Policy (PRP) dan Hybrid System (HS). Tujuan menggunakan sistem tersebut untuk mendapatkan persediaan optimal dengan menghitung besarnya total frekuensi stockout, total stockout cost, total frekuensi order, dan total order cost sehingga dapat mengurangi biaya inventori. Hasil penelitian ini menunjukkan bahwa terdapat 58 item tergolong kategori I. HS sebagai sistem manajemen persediaan yang terpilih dengan total cost terkecil yaitu sebesar Rp 72.232.563. PRP mempunyai total cost tertinggi sebesar Rp 122.654.981, kemudian CRP memiliki total cost sebesar Rp Rp 74.212.840. Total selisih cost antara PRP dengan HS sebesar Rp 50.422.788 atau 41,10%. Sedangkan total selisih cost antara CRP dengan HS sebesar Rp 1.980.647 atau 2,66%. Hasil perbandingan dengan Existing System menunjukkan bahwa memang Hybrid System (HS) lebih baik dibandingkan Existing System, dibuktikan dengan total cost yang dihasilkan Hybrid System sebesar Rp 72.232.563 yaitu lebih kecil daripada Exisiting System dengan total cost sebesar Rp 234.013.598. Total selisih keduanya sebesar Rp 161.783.035 (69,13%).

Bethesda Hospital Pharmacy (IFRSB) has 165 items that have a substantial capital investment, and since January 2013 until December 2014 drug demand has always fluctuated, if there is not a good inventory management system then it would be at risk of stockouts. The system used in this research is the analysis of ABC-VED, Continuous Review Policy (CRP), Period Review Policy (PRP) and the Hybrid System (HS). The purpose of using the system to obtain optimal inventory by calculating the total amount of stockout frequency, total stockout cost, total order frequency, and the total order cost so as to reduce inventory costs. Results of this study indicate that there are 58 items classified as category I. HS as an inventory management system that is elected with the smallest total cost amounting to Rp 72,232,563. PRP has the highest total cost of Rp 122 654 981, then CRP has a total cost of Rp Rp 74.21284 million. The total difference in cost between the PRP with HS Rp 50,422,788 or 41.10%. While the total cost difference between CRP with HS Rp 1,980,647 or 2.66%. The comparison with the Existing System shows that indeed Hybrid System (HS) is better than the Existing System, evidenced by the resulting total cost of Rp 72,232,563 Hybrid System that is smaller than Existing System with a total cost of Rp 234 013 598. Total difference in both of Rp 161 783 035 (69.13%).
