IMPLEMENTATION OF CORPORATE SOCIAL RESPONSIBILITY BY CEMEX: THE IMPACT TO MEXICAN SOCIETY, THE COMPANY, AND THE GOVERNMENT

Masalah defisit perumahan telah dihadapi oleh sebagian besar negara-negara berkembang sejak beberapa tahun terakhir. Meksiko, sebagai salah satu negara berkembang, juga berurusan dengan masalah ini. Sebagian besar warga Meksiko, khususnya warga berpenghasilan rendah, tidak mampu membeli sebuah rumah yang memadai. Sejak 1960, pemerintah telah menciptakan kebijakan perumahan nasional untuk memecahkan masalah. Tidak hanya pemerintah, masalah ini juga menjadi perhatian bagi beberapa perusahaan seperti Cemex. Pada tahun 1998, Cemex meluncurkan program CSR bernama Patrimonio Hoy yang memiliki tujuan untuk membantu warga berpenghasilan rendah dalam mencapai impian mereka memiliki rumah yang layak. Skripsi ini akan menjelaskan dampak dari program tanggung jawab sosial ini terhadap tiga pihak: masyarakat Meksiko, Cemex sebagai pencipta, dan juga pemerintah. Dampaknya tampaknya bermanfaat bagi masyarakat dan Cemex, namun program ini memiliki kemungkinan untuk menjadi pesaing untuk kebijakan perumahan pemerintah.

The problem of housing deficit has been faced by most developing countries since the past years. Mexico, as one of developing countries, is also dealing with this problem. Most of the citizen of Mexico, specifically low-income citizens, are unable to afford an adequate house. Since 1960, the government has created a national housing policy to solve the problem. Not only the government, this problem also becomes a concern for several companies like CEMEX. In 1998, CEMEX launched its CSR program named Patrimonio Hoy which have the purpose to help the low-income citizens in achieving their dream of having well-built house. This undergraduate thesis will explain the impact of this social responsibility program towards three parties: the Mexican society, CEMEX as the creator, and also the government. The impact seems to be beneficial for both society and CEMEX, but this program has the possibility to become a competitor for government’s housing policy.
