REPRODUKSI KONFLIK GENEALOGIS ANTAR ELITE DALAM ARENA KONFLIK PERDA ZAKAT PROFESI DI KABUPATEN LOMBOK TIMUR NTB

Pembahasan kajian studi ini difokuskan pada uraian pertarungan perebutan posisi kekuasaan antar elite NW dalam arena konflik Perda Zakat Profesi No.9 Tahun 2002. Kekuatan perebutan posisi tersebut bertumpu pada kekuatan birokrasi. Kemudian aktor yang terlibat dalam konflik Perda Zakat tersebut mencari suaka kultur politik ke masyarakat terbelah akibat konflik genealogis di tubuh organisasi NW. Banyak para elite politik lokal yang melakukan distingsi strategi untuk memanfaatkannya sebagai peluang politik dengan menanam kepentingan politiknya untuk mereproduksi kekuasaan. Dalam dominasinya mereka saling mempertaruhkan habitus dan modal dengan peran antagonis dan prilaku yang bermusuhan. Persoalan perebutan posisi kekuasaan antar elite NW menjadi kajian yang menarik untuk dikaji secara konprehensif tentang realitas makna yang tersembunyi dibalik munculnya konflik Perda Zakat Profesi No.9 Tahun 2002 yang menjadi arena pertarungan. Di samping itu, kajian tentang dinamika dan implikasinya menjadi kajian yang menarik ketika kekuatan sosial politik kelompok elite NW ikut berperan di dalamnya. Hal ini dapat dilihat dari aspek localism dan representasi politik yang ikut mewarnainya. Dengan demikian persoalan konflik Perda Zakat Profesi No.9 Tahun 2002 semakin kompleks. Berbagai pedekatan Tuan Guru dan kebijakan pemerintah tidak dapat membendungnya. Sebaliknya justru persoalannya berkembang ke arah reproduksi konflik. Dalam rangka menganalisis persoalan pertarutangan perebutan posisi tersebut, peneliti menggunakan perspektif teoritik Vilfredo Pareto (sebagai teori utama) tentang sirkulasi elite. Mengacu pada pandangan Pareto bahwa konflik Perda Zakat tersebut bersifat a historis, sementara dan mekanis (sosio-psikologi). Kemudian untuk melengkapinya (sebagai back up teori) digunakan perspektif teoritik yang dikembangkan oleh Pierre Bourdeu tentang perebutan kekuasaan antar elite. Mengacu pada pandangan Pierre Bourdeu bahwa dalam pertarungan perebutkan posisi pimpinan NW berlangsung melalui proses dominasi antar aktor konflik. Mereka saling mempertaruhkan modal melalui proses historis, tetapi tidak secara proses mekanis (sosio-kultural). Hasil penelitian ini menunjukkan bahwa perebutan posisi kekuasaan antar elitre NW di arena konflik Perda Zakat Profesi No.9 Tahun 2002 bukan bertumpu pada persoalan teologis, tetapi bertumpu pada persoalan politis yang dikendalikan oleh kekuatan sosial politik kelompok elit NW. Kelompok elite NW tersebut mempertaruhkan modal melalui praktik dominasi massa dan rekonstruksi relasi kuasa dengan pemerintah. Dalam perebutan posisi tersebut, kelompok Rauhun (R1) dapat menguasai modal dan penempatan strategi modal lebih dominan dari kelompok Raihanun (R2), sehingga dapat mengendalikan persoalan konflik Perda Zakat tersebut. Sedangkan kelompok Raihanun berada dalam posisi subordinat. Pada akhirnya walaupun secara pisik konflik Perda Zakat tersebut sudah selesai. Akan tetapi persolan politisnya belum selesai karena persoalan perebutan posisi antar elite NW tersebut sampai sekarang masih berlangsung, bahkan muncul reproduksi konflik.

The discussion of this study was focused on a description of the fight for power position struggle amongst NW elites in the conflict arena of Regional Regulation on Profession zakat (tithe) Number 9 in 2002. The force of the position struggle was rested on bureaucratic force. Then the involved actors in the conflict of Zakat Regional Regulation have been seeking for politic culture to the society who was torn apart because the genealogic conflict in the NW organization board. Many local political elites who have been performing a distinction of the strategy to utilize this as a political opportunity by imbedding their political interest to reproduce a power. In their domination, they staked a habitus and capital one to each other by antagonic role and hostile behavior. A problem of power position struggle amongst NW elites become interesting issue to be studied comprehensively on the meaning reality hided behind the emerging of conflict of Profession Zakat Regional Regulation Number 9 in 2002 that become struggle arena. Other of that, a study on a dynamic and their implication become interesting issues when the political social power of NW elites group plays a role inside the issue. This can be seen from the localism aspect and political representation that partook. Hence, the problem of a conflict of Regional Regulation on Profession Zakat Number 9 in 2002 has been growing to more complex. Various approach of Tuan Guru (Religious Teacher.) and government policy did not able to overcome. Conversely, the problem even developed toward conflict reproduction. In order to analyze a problem of that position struggle fight, the author used theoretic perspective by Vilfredo Pareto (as a main theory) on elite circulation. Referring to the Pareto’s view, the conflict of Regional Regulation on Zakat was a hystoric, transient and mechanic (socio psychology). Then to complement (as an back up of the theory) was used theoretic perspective that was developed by Pierre Bourdieu on power struggle amongst elites. Referring to the view by Pierre Bourdieu that in the struggle fight for leader position in NW, had been occurring through domination process amongst conflict actors. They staked a capital through historical process, but did not by mechanically process (socio cultural). The result of the study showed that the power position struggle amongst NW elites in the conflict arena of Regional Regulation of Profession Zakat Number 9 in 2002 did not rest on theological issues, but rest on political issue that have been being controlled by sociopolitical power owned by NW elites. That NW elites group staked a capital through mass domination practice and power relation reconstruction with the government. In that position struggle, Rauhun group (R1) able to hold a capital and more dominant positioning of capital strategy compared to Raihanun group (R2), thus able to control a conflict issue of that Regional Regulation on Zakat. While a Raihanun group existed in subordinate position. In turn, though physically the conflict of Regional Regulation on Zakat was ended, but their political issue was not ended yet because the issue on position struggle amongst NW elites have been going on until to now, even emerge a conflict reproduction.
