ANALISIS BIAYA PENYAKIT DEMAM BERDARAH DENGUE DI RUMAH SAKIT DAN PUSKESMAS KABUPATEN BANJARNEGARA

Latar Belakang: Di awal tahun 2016, Kabupaten Banjarnegara telah mengalami kejadian luar biasa DBD dengan jumlah kasus sebanyak 230 kasus hingga minggu I bulan April 2016. Peningkatan kasus DBD merupakan ancaman yang cukup besar untuk kesehatan masyarakat dan menyebabkan kerugian ekonomi yang besar akibat dari biaya kesakitan Penaykit DBD. Penelitian ini bertujuan untuk mengetahui biaya yang disebabkan oleh penyakit DBD berdasarkan perspektif pasien/keluarga di Rumah Sakit dan Puskesmas Kabupaten Banjarnegara tahun 2016. Metode Penelitian: Jenis penelitian yaitu deskriptif dengan desain survei prospektif. Data sekunder diperoleh dari puskesmas dan rumah sakit dan data primer melalui wawancara. Data diolah dengan software MS Excel dan dianalisis menggunakan software STATA versi 12. Hasil Penelitian: Subjek dalam penelitian ini berjumlah 57 orang. Biaya langsung Rp 207.290.500. Biaya tidak langsung Rp 68.016.900. Biaya kesakitan penyakit Demam Berdarah Dengue adalah sebesar Rp.275.307.400. Biaya Kesakitan Penyakit DBD lebih tinggi pada laki-laki, kelompok 15 tahun, pekerja, lama sakit >=13 hari, tidak memiliki jaminan kesehatan dan tidak menggunakan jaminan kesehatan, praktik swasta dan RSUD, > 2 kali kunjungan, waktu tempuh >15 menit dan pendapatan tinggi. Sebanyak 84,21% keluarga penderita penyakit DBD mengalami katastropik Kesimupulan: Biaya kesakitan penyakit Demam Berdarah Dengue adalah sebesar Rp 275.307.500, dimana 75,29% merupakan biaya langsung dan 24,71% biaya tidak langsung. Pemerintah diharapkan dapat meningkatkan dukungan anggaran program penanggulangan DBD terutama anggaran pengendalian vektor dan anggaran surveilans yang bertujuan untuk menurunkan angka kesakitan penyakit DBD. Sehingga dapat mengurangi besarnya kerugian ekonomi akibat biaya kesakitan penyakit DBD.

Background: In early 2016, Banjarnegara has experienced extraordinary occurrence of dengue with 230 cases up to the first week of April 2016. The increase in dengue cases is a considerable threat to public health and cause substantial economic losses as a result of the cost in dengue treatment. This study aims to determine the costs caused by dengue based on the perspective of the patient/family at hospitals and health centers of Banjarnegara district in 2016. Method: This research is a descriptive study with prospective survey design. Secondary data were obtained from the health centers and hospitals and primary data were obtained through interviews. The data was processed by software MS Excel and analyzed using STATA software version of 12. Results: Subjects in this study amounted to 57 people. The direct costs were IDR 207.290.500. Indirect costs were IDR 68.016.900. Cost of Dengue disease was IDR 275.307.400. The costs of Dengue fever is higher in men, the group of 15 years, workers, disease duration of >=13 days, do not have health insurance and do not use health insurance, private service and public hospitals, > 2 visits, duration to reach health care> 15 minutes and high income. As many as 39% of family experiencing catastrophic Conclusion: Cost of Dengue illness was IDR 75.307.500, of which 75.29% is 24.71% direct costs and indirect costs. Increase the budget support dengue prevention program primarily vector control budget and budgetary surveillance that aims to reduce the dengue incidence. So as to reduce the amount of economic losses due to dengue illness costs.
