PENINGKATAN KUALITAS INFORMASI DI BIRO HUMAS SETJEN DEPHAN REPUBLIK INDONESIA DALAM PERSPEKTIF KETAHANAN NASIONAL

Ketahanan Nasional, spektrumnya pun tidak dibatasi pada bidang militer saja, melainkan juga termasuk ketahanan di semua aspek kehidupan nasional tersebut, dan salah satu hal terpenting adalah informasi yang disalurkan oleh Departemen Pertahanan juga mempunyai andil dalam membantu menciptakan ketahanan nasional. Untuk itu penelitian ini bertujuan untuk: (1) mengetahui kedudukan biro humas di Departemen Pertahanan Republik Indonesia; (2) mengetahui kinerja sistim pengelolaan dan peningkatan kualitas informasi di Departemen Pertahanan Republik Indonesia; (3) menemukan implikasi peningkatan kualitas informasi dalam perspektif Ketahanan Nasional. Data penelitian diperoleh dengan mempergunakan teknik pengumpulan data berupa studi kepustakaan dan studi lapangan serta studi dokumen. Data tersebut kemudian dianalisis dengan pendekatan kualtiatif. Hasil penelitian bahwa: 1). Kinerja humas Setjen Dephan dalam melaksanakan fungsi dan tugasnya berkenaan dengan kualitas informasi belum optimal terlaksana. Hal ini didasarkan pada kenyataan bahwa informasi yang disajikan dan disebarkan oleh humas Setjen Dephan belum maksimal mencerminkan hakikat kualitas informasi (berupa: keakuratan, objektivitas, dapat dipercaya, dan reputasi), 2) Secara organisasional, penempatan pentingnya kualitas informasi sebagai suatu pengetahuan yang sarat dengan pelaksanaan, tidak hanya sebagai suatu proses yang ada dalam berhubungan dengan pelanggan suatu organisasi melainkan juga berkenaan dengan komunikasi ke dalam atau internal organisasi, 3) Kualitas informasi yang disajikan dan disebarkan melalui humas Setjen Dephan masih didasarkan pada rentang kendali dan mekanisme kerja yang menempatkan humas Setjen Dephan hanya sebagai pelaksana penyebaran informasi sehingga implikasi peningkatan kualitas informasi belum memperhatikan implikasi informasi dengan segala aspeknya, baik aspek ideologi, aspek politik, aspek kedaulatan dan ketahanan sosial, aspek kualitas, aspek teknologi telekomunikasi, dan aspek pertahanan nasional. Secara teoritis, hasil penelitian dapat memberikan sumbangan terhadap pengembangan teori kualitas informasi dalam perspektif ketahanan nasional yang tidak hanya menitikberatkan pada unsur-unsur kualitas suatu informasi melainkan juga dipengaruhi oleh implikasi informasi dalam kehidupan bermasyarakat, berbangsa dan bernegara.

National resilience: its spectrum is not only limited to the military aspect, but it also encompasses resilience in all aspects of national life, and one of its crucial parts is the information disseminated by the Ministry of Defense of the Republic of Indonesia, which also played a role in helping to create national resilience. For that reason this research is done with the aims of (1) to determine the position of the public relation bureau at the Ministry of Defense of the Republic of Indonesia, (2) to ascertain the performance of the management system and improvement of information quality at the Ministry of Defense of the Republic of Indonesia, (3) to reveal the impact of improvement of information quality in the perspective of national resilience. Data for the research was obtained through data gathering technique by means of literature study, field study as well as reviewing existing documents. These data were then analyzed using qualitative approach. Finding of the research showed that (1) the performance of the public relation bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia with regard to its role and function concerning the information quality has not been done in an optimal way. This was based on the fact that the information presented and disseminated by the public relation bureau has yet to reflect the essence of information quality (i.e. accuracy, objectivity, trustworthy and reputable), (2) from the organizational point of view, positioning the importance of information quality as a science which was filled with implementation, not only as an existing process related to a client of an organization, but also related to internal communication within an organization, (3) the quality of the information presented and disseminated by the public relation bureau is still based on the chain of command and work mechanism which positioned the public relation bureau only as an executor of information dissemination, hence, the impact of improvement in information quality has yet to touch all of its aspects such as the aspect in ideology, politics, nation’s sovereignty and social resilience as well as the aspect in quality, communication technology and the national resilience aspect. Theoretically, the finding of this research may contribute to the development of the theory of information quality in the perspective of national resilience, which put the emphasis not only on the quality aspect of particular information but also affected by the impact of information in the life of the society, nation and state.
