Analisis Geopolitik Kebijakan Ekonomi China di Greater Mekong Sub-region (GMS) Pada Masa Pemerintahan Hu Jintao (2003-2013

Tesis ini membahas mengenai analisis aspek geopolitik kebijakan ekonomi China dalam hal pembangunan infrastruktur fisik dan koridor ekonomi yang diterapkan sebagai model bantuan pembangunan di Greater Mekong Sub-region (GMS) pada masa pemerintahan Presiden Hu Jintao (2003-2013). Tujuan dari tesis ini adalah untuk mengetahui alasan secara geopolitik mengapa China meningkatkan partisipasi kerja sama dengan negara anggota GMS sejak tahun 2005. Untuk itu, pendekatan teori/konsep yang digunakan adalah Politik luar negeri James N. Rosenau tentang aktivitas negara untuk mengatasi dan memperoleh keuntungan dari lingkungan eksternalnya dan konsep geopolitik Friedrich Ractzel tentang ruang hidup (spasial) untuk melihat pola-pola perkembangan China yang memiliki kecenderungan untuk melakukan ekspansi ruang dengan memanfaatkan faktor ekonomi sebagai instrument interaksi luar negerinya. Tesis ini menggunakan metode studi pustaka/library research yang didukung oleh wawancara/interview dengan pihak terkait di beberapa lembaga yang berwenang. Kesimpulan dari tesis ini adalah 1) China meningkatkan partisipasi di GMS dengan melihat posisi strategis GMS sebagai wilayah yang menopang perputaran barang ekspor impor China melalui darat tanpa harus melalui Selat Malaka maupun Laut China Selatan. 2) Posisi strategis GMS memberikan suplai bahan baku industri serta pemenuhan energi untuk kebutuhan industri dalam negeri China. 3) Posisi strategis GMS juga menguntungkan China dalam mengakses salah satu pasar terbesar di Asia Tenggara yakni Indonesia melalui penghubung Thailand sebagai pintu pertemuan dengan Aceh melalui jalur perairan.

This thesis discusses about geopolitics analysis of of China�s economic policy in physical infrastructure and economic corridor which is applied as a development model assistance in the Greater Mekong Sub-region (GMS) during the President Hu Jintao government (2003-2013). The purpose of this thesis is to find out geopolitics reason why China increase its participation in cooperation with GMS member countries since 2005. So that, the theory that is used is foreign policy concept by James N. Rosenau about the activities of the state to cope benefit from the external environment and the concept of geopolitics by Friedrich Ractzel about living space (spatial) to observe china�s development pattern that tends to expand its space by utilizing the economic factor as an instrument of its foreign interaction. This thesis using library research method and supported by interviews with stakeholders in several relevant authorities. The conclusion of this thesis are: 1) China increas its participation in the GMS by seeing the strategic position of GMS as a region which can support the circulation of China�s goods exports and imports by land without passing through the Strait of Malacca and the South China Sea. 2) The strategic position of GMS in provides supply of industrial raw materials and energy to China's domestic industry. 3) The strategic position of GMS also profitable for China in accessing one of the largest markets in South East Asia namely Indonesia through Thailand as a connecting door meeting with Aceh through the waterway.
