EVALUASI LOKASI DAN JUMLAH POSKO BANTUAN DENGAN MENGGUNAKAN AGENT BASED MODELING (ABM) DAN GEOGRAPHIC INFORMATION SYSTEM (GIS)

INTISARI Salah satu fase penting dalam penanggulangan bencana adalah fase respon atau fase tanggap darurat. Fase tanggap darurat membutuhkan suatu sistem yang terintegritas dengan baik dalam pengelolaannya. Setiap kesalahan dalam sistem pada fase yang singkat ini akan berimbas pada peningkatan signifikan dari jumlah korban maupun kerugian materil yang ditimbulkan. Kebijakan terkait lokasi posko bantuan dalam fase ini merupakan salah satu keputusan yang penting. Fakta menunjukkan terjadi banyak kegagalan dalam proses pemberian bantuan kepada pengungsi akibat kurang mempersiapkan dan menentukan lokasi fasilitas dan posko bantuan. Oleh karena itu, penelitian ini bertujuan untuk mengevaluasi jumlah dan lokasi posko bantuan pada bencana erupsi merapi tahun 2010. Penelitian ini menggunakan integrasi antara Agent Based Modeling (ABM) dan Geographic Information System (GIS) dalam memodelkan simulasi mengenai evaluasi jumlah dan lokasi posko bantuan dengan beberapa skenario. Pendekatan ABM bertujuan untuk menggambarkan perilaku agents (pengungsi dan relawan) pada saat terjadi bencana dengan karakteristik masing-masing. Sedangkan data spasial GIS berguna untuk menggambarkan kondisi jalanan secara nyata untuk kawasan Kabupaten Sleman. Integrasi antara ABM dan GIS akan memperlihatkan kondisi nyata di lapangan lebih kompleks dan lebih representatif, sehingga pengambilan keputusan terkait penanggulangan bencana dapat dilakukan dengan baik. Berdasarkan hasil simulasi menunjukkan skenario alternatif yang mengkombinasikan Posko DERU UGM, Stadion Maguwoharjo, Posko Tagana dan Posko Utama Pakem menunjukkan hasil yang lebih baik dalam penanganan dan penyaluran bantuan menuju barak pengungsian dibandingkan dengan skenario awal. Skenario alternatif menunjukkan jumlah demand yang belum terpenuhi lebih sedikit dibanding skenario awal. Akan tetapi, skenario alternatif menunjukkan total stok akhir suplai bantuan yang lebih besar dan jumlah relawan pada akhir simulasi lebih banyak dibandingkan skenario awal. Sehingga skenario dasar lebih baik dalam pengaturan persediaan dan jumlah bantuan yang tersisa. Skenario terbaik pada pemodelan ini adalah skenario 4 dengan nilai demand yang belum terpenuhi 14054 unit barang (68,42% lebih sedikit dibandingkan skenario dasar), stok akhir suplai bantuan sebesar 429779 unit, jumlah pengungsi yang menetap di barak pengungsian sebanyak 2386 orang dan jumlah relawan akhir simulasi sebanyak 89 orang (2,30% lebih banyak dibandingkan skenario dasar). Skenario 4 meliputi area kawasan UGM, Stadion Maguwoharjo, Posko Utama TAGANA dan Posko Utama Pakem. Kata Kunci : ABM, agents, demand, fase respon, GIS, stok akhir, pengungsi, posko bantuan, relawan

ABSTRACT One of the important phases of disaster management is the response phase or emergency response phase. The emergency response needs a system that integrated with good management. Any errors in the system at this brief phase will impact on a significant increase of the number of victims and material losses caused. Policy related to the location of the aid post in this phase is one of the important decisions. The facts showed that there were many failures in the process of providing assistance to people displaced by less prepare and determine the location of facilities and aid post. Therefore, this study aimed to evaluate the number and location of the disaster aid post at Merapi eruption in 2010. This research used integration between agent-based modeling (ABM) and Geographic information system (GIS) to model simulations regarding the evaluation of the number and location of the aid post with several scenarios. ABM approach aimed to describe the behavior of agents (refugees and volunteers) in the event of a disaster with their respective characteristics. While the GIS spatial data is useful to describe road conditions significantly to the region Sleman Regency. Integration between ABM and GIS would show the real situation is more complex and more representative, so that the decision-making related to disaster management can be done well. Based on simulation results, alternative scenarios that are combined between DERU UGM Post, Maguwoharjo Post, TAGANA Post and Pakem Post showed better results in relief or aid distribution to the refugee barracks compared to the baseline scenario. Alternative scenarios showed an unmet demand the amount is less than the initial scenario. However, alternative scenarios showed the final total stock of the relief supplies were larger and the number of volunteers at the end of the simulation more than the initial scenario. So that the basic scenario is better in inventory adjustment and the amount of aid remaining. The best scenario on this modeling is scenario 4 with unmet demand value of 14054 units (68,42% less than the baseline scenario), the final stock of relief supplies about 429779 units, the number of refugees who settled in refugee camps as many as 2386 people and the number of volunteers at the end of the simulation as many as 89 people (2,30% more than the basic scenario). Scenario 4 includes the area UGM, Maguwoharjo Stadion,The Tagana Post and The Pakem Post.
