PERENCANAAN STRATEGIS SISTEM INFORMASI MENGGUNAKAN PENDEKATAN WARD AND PEPPARD DAN IT BALANCED SCORECARD (STUDI KASUS : DINAS PERHUBUNGAN,KOMUNIKASI DAN INFORMATIKA KABUPATEN CILACAP)

Pemanfaatan Sistem Informasi dan Teknologi Informasi (SI/TI) saat ini sangat berpengaruh terhadap kinerja organisasi agar informasi dan pelayanan yang diberikan semakin cepat dan akurat. Oleh karena itu dalam upaya mencapai tujuan organisasi yang dirumuskan dalam visi dan misi, maka diperlukan adanya strategi bisnis dan juga strategi Sistem Informasi/Teknologi Informasi (SI/TI). Dinas Perhubungan, Komunikasi dan Informatika Kabupaten Cilacap sebagai instansi pemerintah telah mengimplementasikan SI/TI meskipun belum optimal, yaitu Sistem Informasi Pengelolaan SKPD (SIP SKPD), Sistem Informasi Uji Kendaraan, situs web dan Aplikasi Pelaporan Kepegawaian. Dalam penelitian ini, penulis akan membuat sebuah Perencanaan Strategis Sistem Informasi dengan pendekatan Ward and Peppard dan IT Balanced Scorecard sebagai alat pengukuran kinerja pelaksanaannya. Alat analisis yang digunakan yaitu PEST, SWOT, Value Chain, CSF, McFarlan Strategic Grid dan IT Balanced Scorecard. Perencanaan Strategis Sistem Informasi yang dihasilkan dari penelitian ini mencakup strategi SI, strategi TI dan strategi manajemen SI/TI. Dari hasil analisis yang dilakukan, diperoleh 18 SI sebagai strategi SI bagi organisasi. Di dalamnya terdapat 14 SI yang baru dan 3 SI yang perlu diperbaharui, sementara 1 SI tidak mengalami perubahan. Dari 18 SI tersebut, terdapat 3 SI yang mendukung proses bisnis organisasi, 1 SI yang bersifat strategis bagi organisasi, 10 SI yang memiliki potensi tinggi untuk dikembangkan dan 4 SI yang mendukung layanan administratif. Rencana implementasi sistem dan jaringan komputer akan dilaksanakan dalam waktu 3 tahun sejak tahun 2015 sampai dengan tahun 2017.

Utilization of Information Systems and Information Technology (IS / IT) now greatly affects the performance of the organization that provided the information and services more quickly and accurately. Therefore, in order to achieve organizational goals formulated in the vision and mission, it is necessary to have business strategy and strategy of Information Systems/Information Technology (IS/IT). Department of Transportation, Communications and Informatics District Cilacap as government agencies have implemented the IS/IT although not optimal, ie SKPDs Management Information System (SIP SKPD), Test Vehicle Information System, Website and Application Reporting Officer. In this study, the author will make a Strategic Planning Information System with Ward and Peppard approach and IT Balanced Scorecard as a performance measurement tool implementation. The analytical tool used is PEST, SWOT, Value Chain, CSF, McFarlan Strategic Grid and IT Balanced Scorecard. Strategic Planning System Information generated from this research include IS strategy, IT strategy and IS/IT management strategy. From the results of the analysis, obtained 18 IS as a IS strategy for the organization. Inside are 14 new IS and IS which needs to be renewed 3, while 1 IS unchanged. The IS of 18, there are 3 IS that support the business processes of the organization, one IS that are strategic to the organization, 10 IS which have a high potential to be developed and 4 IS supporting administrative services. Implementation plan of system and network computer will be implemented within 3 years from 2015 until 2017.
