IGLHRC (International Gay and Lesbian Human Rights Commission) : Perjuangan Gay Rights Movement Mencapai Kesetaraan HAM di Filipina

Penelitian ini membahas mengenai peran International Gay and Lesbian Human Rights Commission (IGLHRC) dalam memperjuangkan kesetaraan HAM (Hak Asasi Manusia) kaum LGBTI (Lesbian, Gay, Bisexual, Transexual, Intersex) di Filipina. Krisis toleransi dan penerimaan terhadap homoseksual hampir di seluruh dunia terutama negara Timur adalah masalah serius di saat stereotype dan prejudice akhirnya berkembang menjadi tindakan diskriminasi, kekerasan, dan pelanggaran HAM lainnya. Atas kondisi yang terus ditekan oleh otoritas masyarakat mayoritas, kaum homoseksual berkembang dan menjadi wadah yang lebih solid dengan tujuan yang sama, yaitu memperjuangkan kesetaraan HAM. IGLHRC sebagai salah satu gay rights movements hadir dan berperan di Filipina untuk membantu perjuangan kaum homoseksual di sana, di mana negara tersebut menjadi sangat unik di saat liberalisme Barat yang masuk dan otoritas gereja saling tarik menarik. New Social Movement theory digunakan dalam penelitian ini di mana peran dan upaya yang dilakukan oleh IGLHRC terbentuk melalui proses framing di mana proses tersebut juga akan membentuk identitas kolektif yang menjadi landasan dalam bagaimana sebuah organisasi dapat bekerja dan memperkuat aksi yang dijalankan. Proses framing yang dilakukan bertujuan untuk dua hal, yaitu mempertahankan identitas kolektif dan perubahan sosial di dalam masyarakat. Argumentasi dari penelitian ini bahwa peran IGLHRC dalam memperjuangkan kesetaraan HAM homoseksual di Filipina dilakukan dengan melakukan proses framing terus menerus dan menjaga identitas kolektif anggotanya. Melalui proses tersebut penulis melihat bahwa apa yang dilakukan IGLHRC dan jaringannya memberi pengaruh secara informal di mana penerimaan masyarakat terhadap homoseksual meningkat, namun IGLHRC perlu bekerja lebih keras lagi untuk meminimalisir kekerasan dan diskriminasi yang masih terjadi di Filipina, mengingat bahwa Filipina memiliki kondisi anomali terhadap homoseksualitas.

This study discusses the role of the International Gay and Lesbian Human Rights Commission (IGLHRC) in the fight for equal human rights of the LGBTI (Lesbian, Gay, Bisexual, Transexual, Intersex) people in the Philippines. The crisis of tolerance and acceptance of homosexuals in almost all over the world, especially in Eastern countries become a serious problem when the stereotypes and prejudice eventually evolve into acts of discrimination, violence, and other human rights violations. The homosexual’s conditions that are constantly pressured by authority of the majority society pushed them to grown and become more solid with the same goal, which is to fight for equal rights. IGLHRC as one of the gay rights movement is present and plays role in the Philippines. New Social Movement theory used in this study to investigate the IGLHRC’s role and efforts through the framing process. The process will form a collective identity which will be the fondation of how an organization can work and strengthen the action is executed. Framing processes undertaken aimed at two things, maintaining a collective identity and social change in society. The argument of this study that IGLHRC 's role in the fight for gay rights equality in the Philippines carried out with the framing process and keep the collective identity of its members. Through this process the authors see that what IGLHRC and its networks influence informally where the public acceptance of homosexuals is increasing, but IGLHRC needs to work harder to minimize the violence and discrimination that still occurs in the Philippines, considering that the Philippines has the anomalous condition of homosexuality in which it is a very unique at the same time the Western liberalism and church authorities attract each other.
