Development of communication and information technology particularly the Internet as a new form of media is inevitable, especially since website is discovered. The development of the Internet has a major impact on all aspects of life. City Government which initially only interact with the community and working with conventional media is required to be able to work with the Internet. Use as a media city government website known as e-government. The use of the website by the public is one of the government's strategies to help achieve good governance. One obstacle was the lack of information society development strategy of the government to facilitate the public to use the website. Therefore, each agency both central and local governments are required to have their own website or portal. To that end, the chosen website www.jogjakota.go.id Yogyakarta city government, which is a local government website that can use by the public and other stakeholders since 2002 in implementing the public service and to obtain their required information. One of the local government strategies for achieving good governance is the use of the website by the community so wants to answer: How does the use of the website by the community as a means to creating good governance? Based on the results of the study, the city government of Yogyakarta constrained on infrastructure issues, culture and leadership are still limited in terms of mastery of ICT skills as well as packaging of information through new media. Utilization by the local government website cannot be said to embody good governance, but it is still in the process of evolving. In achieving good governance should be a good relationship between the government, communities and other stakeholders. If the local government wants the successful implementation of e-government, it must satisfy the user community website in providing services and information they need.
