Implementasi Program Evaluation and Review Technique (PERT) dan Project Risk Failure Mode and Effect Analysis (RFMEA) Untuk Optimalisasi Nilai Turn Around Time (TAT) Proyek Heavy C-check B-737 NG di PT GMF Aeroasia

Studi ini bertujuan untuk mengetahui tingkat inefisiensi aktual dalam pelaksanaan proyek heavy c-check B-737 NG di PT GMF Aeroasia, serta mengidentifikasi aktivitas kritis dan prioritas sumber risiko keterlambatan proyek di dalam fase perencanaan proyek. Penelitian ini menitikberatkan pada penjadwalan serta manajemen risiko proyek, melalui pendekatan analisis Program Evaluation Review Technique (PERT) dan Risk Failure Mode and Effect Analysis (RFMEA). Berdasar pada nilai Turn Around Time (TAT) proyek heavy c-check B-737 NG historis di PT GMF Aeroasia sejak 2008 hingga 2011, diketahui bahwa terdapat deviasi yang cukup signifikan antara nilai TAT rata-rata kontrak dengan nilai TAT aktual rata-rata proyek. Analisis PERT dalam proyek bertujuan untuk menentukan nilai TAT optimal proyek serta mengidentifikasi aktivitas kritis di dalam proyek. Nilai TAT optimal proyek merupakan total durasi jalur kritis proyek, sementara aktivitas kritis yang teridentifikasi dalam proyek digunakan sebagai variable di dalam proses analisis RFMEA. Hasil dari analisis RFMEA memberikan informasi mengenai prioritas sumber risiko keterlambatan proyek. Nilai Risk Priority Number (RPN) proyek merupakan hasil perkalian antara nilai risk score dan kemampuan deteksi risiko. Kombinasi antara RPN dan risk score di dalam scatter plot menunjukkan prioritas sumber risiko keterlambatan proyek. Berdasarkan informasi yang diperoleh dari Pareto diagram RPN, risk score serta scatter plot kombinasi RPN dan risk score, menunjukkan bahwa sumber keterlambatan proyek heavy c-check B-737 NG di PT GMF Aeroasia adalah masalah ketersediaan material pada area engine and pylon, fuselage and cargo, hydraulic and landing gear serta area cabin.

The paper main purposes are to understanding the actual inefficiency level in heavy ccheck B-737 NG project execution process at PT GMF Aeroasia, identify the critical activities, and the priority of the lateness risk source in a project planning step. This research is focus on the scheduling process and the project risk management, by using Program Evaluation and Review Technique (PERT) and Project Risk Failure Mode and Effect Analysis (RFMEA) methods. Based to the historical information of heavy c-check B-737 NG Turn Around Time (TAT) value at PT GMF Aeroasia between 2008 and 2011, ascertainable if there’s a significant deviation between the average of contract TAT value and the average of actual TAT value. The main purpose of PERT in this project is to find out the optimal TAT value of the project and identify the critical activities in this project. The optimal TAT value can be defined as the total duration of the project critical path, while the critical activities that identified in this project is used as the variable in the RFMEA analysis process. The result of RFMEA analysis gave information about the priority of the project lateness risk source. Project Risk Priority Number (RPN) is the outcome of the calculation between the risk score and the risk detection ability. The combination of the RPN and risk score on the scatter plot shows the project lateness risk source. According to information that shown at the Pareto diagram of RPN, risk score and the scatter plot, the source of lateness problem in the heavy ccheck B-737 NG at PT GMF Aeroasia is the material availability in engine and pylon, fuselage and cargo, hydraulic and landing gear, and cabin area.
