PERENCANAAN STRATEGIS SI/TI MENGGUNAKAN PENDEKATAN WARD AND PEPPARD (STUDI KASUS: DI POLITEKNIK INDRAMAYU)

Perkembangan Teknologi Informasi yang sangat cepat dan signifikan menyebabkan perubahan peranan teknologi pada dunia bisnis atau organisasi sangat dibutuhkan. Peran ini mulai dari efisiensi, efektifitas dan sampai ke peran strategik. Peran efisiensi yaitu menggantikan manusia dengan teknologi informasi yang lebih efisien, peran efektifitas yaitu menyediakan informasi untuk pengambilan keputusan manajemen yang efektif. Dan sekarang peranan teknologi informasi tidak hanya untuk efisiensi dan efektifitas, tetapi sudah untuk strategik, yaitu digunakan untuk memenangkan persaingan. Persaingan ketat perguruan tinggi baik negeri maupun swasta dalam berkompetisi, tentu memerlukan suatu strategi yang mampu memenangkan kompetisi tersebut. Politeknik Indramayu adalah salah satu perguruan tinggi swasta yang saat ini mengalami pertumbuhan yang sangat cepat. Dalam upaya mencapai tujuan Politeknik Indramayu yang terumuskan dalam visi dan misi, memerlukan strategi bisnis maupun strategis SI/TI. Untuk mencapai tujuan ini, Politeknik Indramayu merancang rencana strategis SI/TI yang selaras dengan strategis bisnis. Untuk membuat rencana strategis SI/TI yang baik diperlukan suatu kerangka kerja perencanaan strategis SI/TI yang dapat membantu mengoptimalkan peran strategis SI/TI organisasi dan meningkatkan nilai value serta menciptakan keunggulan kompetitif Politeknik. Materi yang terdapat dalam penelitian ini merupakan konsep dasar yang digunakan dalam menyusun kerangka kerja Perencanaan Strategis Sistem Informasi dan Teknologi Informasi (SI/TI) pada Politeknik Indramayu yaknik menggunakan pendekatan dengan metode Ward and Peppard, dengan tools analisis seperti SWOT, PEST, 5 Force Porter, Critical Success Factors dan Mc Farland’s Strategic. Kerangka kerja Perencanaan Strategi Sistem Informasi dan Teknologi Informasi (SI/TI) yang diusulkan terdiri dari 5 tahapan yaitu : tahap-1 Inisialisasi persiapan perencanaan strategi SI/TI dengan mempelajari renstra bisnis organisasi, tahap-2 memahami kebutuhan internal untuk menunjang perkembangan dan informasi, tahap-3 menentukan target SI/TI, tahap-4 menentukan strategis SI/TI dan tahap-5 adalah rencana dan implementasi. Hasil penelitian ini berupa rekomendasi kepada pihak Politeknik Indramayu, dimana di dalamnya terdapat beberapa hal yang sebaiknya diperhatikan untuk kepentingan Politeknik Indramayu. Beberapa hal tersebut antara lain portfolio aplikasi mendatang untuk Politeknik Indramayu dan roadmap implementasi. Hal tersebut perlu diperhatikan agar apa yang diterapkan nantinya dapat berjalan dengan baik dan sesuai dengan apa yang diharapkan.

The development of information technology very quick and significant causing role change of technology in the world of business or organization is needed. It started from efficiency, effectiveness until strategic roles. The effectiveness role is to exchange human role with a more information technology, effective role is to provide information in effective managerial decision making. And currently, information technology role are not only for efficiency and effectiveness issue, but it has been for strategic one, where it has been also used for competitive winning. Intense competition universities both public and private in the competition would require a strategy that can win the competition. Politeknik Indramayu is one of the private universities are currently experiencing rapid growth. In an effort to achieve the goals outlined in the vision and mission, Politeknik Indramayu requiring strategy and strategic business SI/IT. To achieve this goal, Politeknik Indramayu devise a strategic plan SI/IT which harmony with strategic business. To create a strategic plan SI/IT are both needed a strategic planning framework SI/IT which can help optimize the strategic role of IS / IT organization and increase the value also create competitive advantage Polytechnic. The material contained in this research is the basic concept used in preparing the framework of Strategic Information Systems Planning and Information Technology (SI/TI) on Politeknik Indramayu approach with the method of Ward and Peppard, with analysis tools such as SWOT, PEST, Porter's 5 Force, Critical Success Factors and Mc Farland's Strategic. Framework for Information Systems Strategic Planning and Information Technology (IS / IT) proposed consists of five stages namely: stage-1 Initialize the preparation of planning strategies SI/TI by studying the organization's business strategic planning, stage-2 understanding the internal requirements to support development and information, stage-3 determine the target SI/TI, stage-4 determining the strategic SI/TI and stage-5 is a plan and implementation. The results of this study in the form of recommendations to the parties Politeknik Indramayu, in which there are some things you should consider the interests of Politeknik Indramayu. Some of these include application portfolio for the future Politeknik Indramayu and roadmap implementation. It is worth noting that what is implemented will be run properly and in accordance with what is expected.
