The initial Environmental review is the first step which can take in developing an Environmental Management System. The main aim of this environmental review is to establish the significant environmental aspects of Servicekontoret’s business activities and products and try to search the possible encouragements and barriers to EMS implementation in Indonesia higher education, using Magister Sistem Teknik (MST) Gadjah Mada University, as a case study. Servicekontoret is trying to build a good environmental performance to gain ISO 14001 standard by improving control and reducing environmental impact and in the end it can develop business opportunities and Magister Sistem Teknik should work within an EMS structure . This environmental review at Servecekontoret is designed to ensure and find out, through consistent application of environmental program and policy, Servicekontoret’s staff and employees understand and aware of better environmental performance according to ISO 14001 standard.The environmental review, prepared and conducted in some ways for six months, collecting the information concerning significant environmental issues, interview and site visit at Servicekontoret and Ramnaslatt. The investigation, calculations, assumptions and conclutions presented in this thesis focused on energy consumption and transportation for the year 2007. The study of implementation of EMS in Indonesia higher education, via literature review, interviews and open structured questionnaires in Magister Sistem Teknik ( MST ), Gadjah Mada University, as the case study area. Final identification and evaluation of environmental aspect have been carried out with the help of and adapted failure mode and effect analysis (FMEA). This Environmental FMEA clearly shows the results that energy consumption and transportations are significant environmental aspects in Servicekontoret business activities and products . The study at MST provides results, such as possible success factors, like top management commitment in all aspect, strict legislations on punishment for non-compliances and incentives for compliances etc, recommendations to MST, possible encouragements, possible barriers to EMS implementation .
