Study of factors influencing metal casting cluster performance in Ceper, Klaten

Studi ini bertujuan untuk menentukan faktor-faktor pembentuk, tujuan, dan proses yang mempengaruhi performance pada cluster dan untuk mengetahui sifat karakteristik pada cluster pengecoran logam di Ceper, Klaten. Struktur study ini berdasarkan Cluster Initiative Performace Model yang dikembangkan oleh Solvell, Lindqvist, dan Ketels. CIPM merupakan sebuah model baru yang digunakan untuk menganalisa dan mengevaluasi cluster. Sampel berasal dari beberapa perusahaan pengecoran logam yang bersedia diakses selama penelitian lapangan di beberapa desa di Ceper, Klaten. Penelitian ini memilih 35 perusahaan sebagai reponden atau sekitar 10 % dari perusahaan yang ada didalam cluster (sekitar 325 perusahaan) dan hanya 31 kuesioner yang dikembalikan (81,6 %). Hasil dari analisis korelasi Somer’s D ditemukan variabel yang berpengaruh positif pada cluster performance. Dari evaluasi diketahui bahwa kondisi lingkungan dan persaingan antar perusahaan merupakan faktor penting dalam pembentukan cluster. Networking, akses pada inovasi dan teknologi, hubungan dengan konsumen yang kuat, dan perbaikan peraturan maupun kebijaksanaan pemerintah menjadi tujuan utama daripada clustering. Untuk proses perkembangannya, cluster akan menjadi lebih baik apabila terdapat beberapa faktor seperti bantuan infrastruktur dan pinjaman modal, fasilitator yang memiliki jaringan yang kuat, sebuah framework didalam cluster, dan memiliki semangat kebersamaan. Ditemukan sebuah bukti bahwa rendahnya dukungan dari luar dan kesadaran akan terjadinya proses clustering didalam industri pengecoran logam menyebabkan beberapa perusahaan gagal mencapai competitive advantage dan economic of scale dari proses clustering.

This study planned to determine setting, objective, process factors that have effects on business cluster performance, and to identify the metal casting cluster characteristic and nature in Ceper, Klaten. The structure of this study is based on the Cluster Initiative Performance Model (CIPM) that developed by Solvell, Lindqvist, and Ketels. CIPM is a new model which can be used to analyze and evaluate clusters. The samples were metal casting firms that can be accessed during field survey from different area in Ceper, Klaten. The research survey selected 35 firms or about 10 % of existing firms in the cluster (325 firms) to be respondent and only 31 questionnaires returned back, giving 88,6 % respond rate. Using Somer’s D correlation analysis, this research found variables that have positive relationship to the cluster performance. The evaluation revealed that environment condition and competition among firms are important setting factors within the cluster. Strong networking, access to innovation and technology, market linkages, and improving regulations and policy are becoming main objectives of the cluster. For the development process, cluster will perform better through several factors such as supporting of infrastructures and loans, facilitator has strong network of contacts, building a framework to the cluster, and reaching momentum. There is an evidence that low external assistance and awareness of clustering process in their industry have caused some of firms failed to gain competitive advantage and economic of scale in this cluster.
