ANALISIS EFEKTIVITAS PROGRAM PELATIHAN KERJA DI BALAI LATIHAN KERJA DAN PENGEMBANGAN PRODUKTIVITAS DINAS TENAGA KERJA DAN TRANSMIGRASI DIY

Pelaksanaan Program Pelatihan Kerja di Balai Latihan Kerja dan Pengembangan Produktivitas (BLKPP) DIY berdasarkan Peraturan Gubernur DIY Nomor 103 Tahun 2015 tentang Pembentukan, Susunan Organisasi, Uraian Tugas dan Fungsi Serta Tata Kerja Unit Pelaksana Teknis pada Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) yang diselenggarakan dengan Mobile Training Unit (MTU) diperuntukkan bagi masyarakat pencari kerja di desa-desa. Penelitian ini bertujuan untuk menganalisis efektivitas Program Pelatihan Kerja di BLKPP Disnakertrans DIY. Penelitian ini dilakukan dengan pendekatan kualitatif diskriptif dan pengumpulan data dengan wawancara, observasi, dan dokumentasi. Efektivitas Program Pelatihan Kerja yang diselenggarakan dengan MTU diukur dengan kemandirian usaha atau peningkatan kapasitas usaha atau peningkatan pendapatan dari lulusan pasca mengikuti program pelatihan untuk kejuruan menjahit dan pengolahan makanan di wilayah Kabupaten Sleman dan Bantul Tahun 2015. Hasil penelitian menunjukkan bahwa Program Pelatihan Kerja MTU secara keseluruhan kurang efektif, tetapi bila dipisahkan menurut sub kejuruan maka untuk sub kejuruan pengolahan makanan efektif sedangkan sub kejuruan menjahit sangat tidak efektif.

Job Training Program at the Center of Job Training and Productivity Development (BLKPP) of Yogyakarta is implemented based on the Regulation of Governor of Yogyakarta Special Region Number 103 of 2015 concerning Formation, Organizational Structure, Job Descriptions and Functions and Work Procedures of Technical Implementation Units at the Manpower and Transmigration Office (Disnakertrans) held with Mobile Training Unit (MTU) which is designated for job seekers in villages. This research aims to analyze the effectiveness of the Job Training Program at the Center of Job Training and Productivity Development (BLKPP) of Yogyakarta. This research was conducted using descriptive qualitative approach. Data were collected through interviews, observation, and documentation. The Effectiveness of Job Training Programs held with MTU was measured through business independence or improvement of business capacity or improvement of income from graduates after taking a training program for sewing and food processing in Sleman Regency and Bantul Regency in 2015. The research results indicated that, overall, Job Training Program through MTU was not effective. However, if separated by sub-vocational training, food processing was effective, while sewing was very ineffective.
