PERSEPSI PETUGAS BPBD DAERAH ISTIMEWA YOGYAKARTA TERHADAP KESIAPSIAGAAN DALAM MENGHADAPI BENCANA ERUPSI GUNUNGAPI MERAPI

BPBD DIY relatif muda dibentuk setelah erupsi Gunungapi Merapi 2010 berdasarkan Peraturan Gubernur DIY Nomor 49 Tahun 2011 tanggal 18 November 2011 tentang Standar Operasional Prosedur Penanggulangan Bencana. oleh karena itu, penelitian ini mencoba untuk mengetahui bagaimana persepsi petugas BPBD DIY terhadap kesiapsiagaan dalam menghadapi bencana erupsi Gunungapi Merapi di masa depan. Penelitian ini dilakukan dengan Tujuan 1. Mengkaji karakteristik bencana erupsi Gunungapi Merapi, 2. Mengkaji sumberdaya BPBD DIY dimensi personil, sarana dan dana 3. Mengkaji persepsi petugas BPBD DIY terhadap kesiapsiagaan menghadapi bencana erupsi Gunungapi Merapi. Jenis penelitian ini merupakan penelitian sensus dengan pendekatan explanatory research dan mix method (penelitian kuantitatif dan kualitatif). Sampel dalam penelitian ini seluruh pegawai BPBD DIY yang berjumlah 51 orang dengan metode pengambilan sampel adalah metode Sensus. Analisis yang digunakan (1) univariat, (2) bivariat. Berdasarkan hasil penelitian dapat diambil kesimpulan sebagai berikut : 1). Karakteristik bencana erupsi Gunungapi Merapi Tahun 2010 adalah VEI 4 (Volcanic Explosivity Index) dengan jumlah korban lebih dari 300 KK kehilangan tempat tinggal dan 382 jiwa meninggal akibat diterjang awan panas dan lebih dari 70.000 jiwa mengungsi ke tempat yang aman dan hasil penilaian kerugian erupsi Gunungapi Merapi 2010 terdapat kerugian sebesar Rp. 5,4 Triliun . 2) Sumberdaya BPBD DIY personil dimiliki 51 orang sementara yang dibutuhkan 80 orang jadi perlu penambahan personil sebanyak 29 orang, Sarana yang dimiliki masih perlu penambahan Mobil operasional rescue 1 unit, Mobil operasional lapangan 3 unit, Mobil toilet 1 unit, dan Mobil evakuasi 3 unit sedangkan dana APBD program pencegahan dini bencana tahun 2016 Rp.5.845.000.000 meningkat menjadi Rp.6.574.875.525,- di tahun 2017, dengan selisih sebesar Rp 729.875.525 atau naik 11,1%. 3). Persepsi Petugas BPBD DIY terhadap Kesiapsiagaan dalam menghadapi bencana erupsi Gunungapi Merapi dimensi personil menunjukkan mayoritas responden menyatakan persepsi dimensi personil termasuk kategori cukup sebanyak 43 orang (84,31%), dimensi sarana yang tersedia kategori cukup sebanyak 39 orang (76,47%), sedangkan dimensi dana responden menyatakan termasuk kategori cukup sebanyak 39 orang (76,47%). Untuk meningkatkan kesiapsiagaan petugas BPBD D.I.Yogyakarta dalam menghadapi bencana, maka diperlukan pelatihan personil, menambah sarana dan prasarana, pengajuan penambahan dana khususnya kesiapsiagaan dan meningkatkan kerjasama dan rapat koordinasi dengan instansi terkait.
Special Region of Yogyakarta as an area of ��high disaster vulnerability, especially the eruption of Mount Merapi. BPBD DIY is relatively young formed after eruption of Mount Merapi 2010 based on Governor Regulation DIY No. 49 of 2011 dated November 18, 2011 on Standard Operational Procedures for Disaster Management. Therefore, this study attempts to find out how the perception of BPBD DIY officers toward preparedness in facing the eruption of Mount Merapi in the future. This study was conducted with Objectives 1. To assess the characteristics of eruption of Mount Merapi, 2. To assess the resources of BPBD DIY dimensions of personnel, facilities and funds 3. To examine the perceptions of BPBD DIY officers toward disaster preparedness of Mount Merapi eruption. This research type was census research with explanatory research approach and mix method (quantitative and qualitative research). The sample in this study was all BPBD DIY employee which amounted to 51 people with sampling method was Census method. Analysis used (1) univariate, (2) bivariate. Based on the research results can be concluded as follows: 1). Characteristics of the eruption of Mount Merapi in 2010 was VEI 4 (Volcanic Explosivity Index) with the number of victims more than 300 AKK lost their homes and 382 people died as a result of hot clouds and more than 70,000 people evacuated to safe place and result of eruption loss assessment of Merapi Volcano 2010 was Rp. 5.4 Trillion. 2) BPBD DIY resource personnel owned 51 people while needed 80 people so need additional personnel as many as 29 people, Facilities owned still need additional Car operational rescue 1 unit, 3 units operational car, 1 toilet car unit, and evacuation car 3 units while the APBD funds for the disaster prevention program of 2016 Rp.5.845.000.000 increased to Rp.6,574,875,525, - in 2017, with the difference of Rp 729,875,525 or an increase of 11.1%. 3). Perceptions of Officer of BPBD DIY to Preparedness of Volcanic Mount Merapi eruption: dimension of personnel showed majority of respondents stated perception of personnel dimension is enough category with 43 people (84.31%), available facilities dimension is enough category with 39 people (76.47%), while the fund dimension is enough category with 39 people (76.47%). To improve the preparedness of BPBD D.I.Yogyakarta officers in facing disaster, personnel training is needed, adding facilities and infrastructure, applying for additional fund especially preparedness and increasing cooperation and coordination meeting with related institution.
