ANALISIS WILLINGNESS TO PAY UNTUK PEMENUHAN KEBUTUHAN AIR BERSIH MASYARAKAT SEBAGIAN DESA SITIMULYO DAN BAWURAN

Air merupakan kebutuhan yang sangat vital bagi setiap kehidupan. Penilaian terhadap sumberdaya air dapat dilakukan dengan analisis kesediaan membayar atau Willingness To Pay atas manfaat dan untuk keberlanjutan sumberdaya air. Nilai WTP di sebagian Desa Sitimulyo dan Bawuran dipengaruhi oleh faktor potensi sumberdaya air dan faktor sosial ekonomi masyarakat. Penelitian ini dilakukan untuk mengetahui (1) besarnya jumlah kebutuhan air untuk domestik rumah tangga, (2) nilai WTP rumah tangga atas manfaat dan keberlanjutan sumberdaya air, dan (3) pengaruh variabel WTP rumah tangga di sebagian Desa Sitimulyo dan Bawuran. Metode yang digunakan dalam penelitian ini melalui analisis kuantitatif dari hasil wawancara melalui sebuah kuesioner. Wawancara ditentukan dengan metode sistematik sampling. Wawancara digunakan untuk mengetahui jumlah konsumsi air rumah tangga, nilai WTP rumah tangga, dan informasi variabel yang digunakan untuk analisis regresi liner berganda. Jumlah kebutuhan air rumah tangga dihitung menggunakan rumus perhitungan konsumsi air, sedangkan nilai WTP dan variabel pengaruh dianalisis menggunakan regresi linear berganda. Hasil penelitian menunjukan bahwa (1) rata-rata kebutuhan air domestik di sebagian Desa Sitimulyo sebanyak 63 liter per orang per hari dan Bawuran sebanyak 74 liter per orang per hari. Jumlah tersebut lebih besar dari nilai Standar Nasional Indonesia (SNI) sebanyak 60 liter per orang per hari. (2) Nilai WTP manfaat air sebesar Rp Rp 4.100 per meter kubik untuk Sitimulyo dan sebesar Rp 4.300 per meter kubik untuk Bawuran. Nilai WTP untuk keberlanjutan sumberdaya air yaitu sebesar Rp 4.100 per meter kubik untuk Sitimulyo dan sebesar Rp 4.400 per meter kubik untuk Bawuran. Nilai tersebut lebih besar dari WTP standar yaitu Rp 3.900 per meter kubik dan harga air PDAM Rp 2.500 per meter kubik. (3) Variabel yang berpengaruh signifikan terhadap nilai WTP rumah tangga ialah jumlah anggota rumah tangga dan sumber air.

Water is a vital necessity for every life. Assessment of water resources can be done by analysis of Willingness To Pay (WTP) from the benefits and sustainability of water resources. The value of WTP in a part of Sitimulyo and Bawuran villages influenced by water resources and socio-economic factors. Research was conducted in Sitimulyo dan Bawuran villages to with three objective. There are to amount the water needs for domestic households, to amount the value of WTP for the benefits and sustainability of water resources, and to analyze influencing factors of WTP. The method used in this research is quantitative analysis of the result of interviews with a questionnaire. The interview were determined by systematic sampling method to determine household water consumption, WTP value, and informatin of variables that use for multiple linear regression analysis. The household water needs is calculated using water consumption formula, while WTP and influence variables were analyzed using multiple linear regression analysis. The results show that (1) the average of domestic water needs in a part of Sitimulyo is 63 liters per people per day and Bawuran is 74 liters per people per day. The water consumption is higher than Indonesian National Standard (INS) 60 liters per people per day. (2) The value of WTP for benefits is Rp 4.100 per meter cubic in Sitimulyo and Rp 4.300 per meter cubic in Bawuran. The value of WTP for sustainability of water resources is Rp 4.100 per meter cubic in Sitimulyo and Rp 4.400 per meter cubic in Bawuran. The WTP value is higher than standard of WTP that 3.900 per meter cubic and the price from local company that 2.500 per meter cubic. (3) Variables that significantly affect the WTP value are the member of household and water resources.
