Analisis Hasil Evaluasi Kinerja Sistem Irigasi Tersier dalam Operasi dan Pemeliharaan Jaringan Irigasi Daerah Irigasi Merdiko Kabupaten Bantul dengan Menggunakan Fuzzy Set Theory

Irigasi sebagai penunjang lahan sawah produktif di Kabupaten Bantul perlu diteliti kondisi kinerjanya untuk mengetahui apakah kegiatan pengelolaan irigasi yang selama ini dilaksanakan telah berhasil dan berfungsi dengan baik. Penelitian ini bertujuan utuk mengukur kinerja sistem irigasi tersier dengan Indeks Kinerja Sistem Irigasi (IKSI) serta membandingkan dan mengelompokkan hasilnya dengan Fuzzy Set Theory. Sampel adalah 5 P3A DI Merdiko (P3A Budi luhur, P3A Tirto Rahayu 1, P3A Tirto Rahayu 3, P3A Subur 1, dan P3A Nototirto) yang dinilai dari aspek prasarana fisik, produktivitas tanaman, kondisi operasi dan pemeliharaan, pengelola pembagi air, dokumentasi, dan P3A. Hasil analisis dengan IKSI menunjukkan kinerja sistem irigasi tersier yang ada di 5 P3A di DI Merdiko baik sampai sangat baik. Hasil penilaian dengan IKSI memberikan hasil nilai kinerja dari yang tertinggi P3A Tirto Rahayu 1, P3A Budi Luhur, P3A Tirto Rahayu 3, P3A Subur 1, dan P3A Nototirto berturut-turut yaitu 81,03 %,79,45 % , 77,74 %, 73,22 %, dan 70,23 %. Hasil analisis dengan Fuzzy Set Theory menunjukkan hasil peringkat P3A sama dengan penilaian absolut menggunakan IKSI. Hasil pengelompokan menunjukan dua kelompok P3A yaitu kelompok P3A di Saluran Merdiko Kanan (P3A Budi Luhur, P3A Tirto Rahayu 1, and P3A Tirto Rahayu 3) dan kelompok P3A di Saluran Merdiko Kiri (P3A Subur 1 and P3A Nototirto).

Irrigation as supporting of productive rice field in Bantul was needed to be assessed to determine the achievement of irrigation management activities. The objective of this research were to assessed the performance of tertiary irrigation system using index of irrigation system performance (IKSI) as well as to rank and cluster the result using Fuzzy set Theory. The sample consisted of Water Users Association (WUA) in Merdiko irrigation system namely P3A Budi luhur, P3A Tirto Rahayu 1, P3A Tirto Rahayu 3, P3A Subur 1, dan P3A Nototirto Results of IKSI analysis showed the performances of tertiary irrigation systems in the five groups of WUA in DI Merdiko were range from good to very good. Results of the assessment with IKSI resulted the performance of WUA were WUA Tirto Rahayu 1, WUA Budi Luhur, WUA Tirto Rahayu 3, WUA Subur 1, and WUA Nototirto with scores were 81.03%, 79.45%, 77.74% , 73.22%, and 70.23% respectively.The result of Fuzzy Set Theory analysis showed similar rank. Clustering analysis showed two main cluster based on their location in primary system namely Merdiko Kanan (WUA Budi Luhur, WUA Tirto Rahayu 1, and WUA Tirto Rahayu 3) and Merdiko Kiri (WUA Subur 1 and WUA Nototirto).
