INTEGRASI PASAR BERAS DI ASEAN

Beras memiliki peranan penting terhadap kestabilan ekonomi, sosial dan politik di ASEAN. Hadirnya ASEAN Economic Community (AEC) tahun 2015 menunjukkan bahwa integrasi pasar di ASEAN semakin nyata terjadi. Penelitian ini bertujuan mengetahui tren impor dan ekspor beras di ASEAN, hubungan jangka panjang dan jangka pendek antar pasar, hubungan kausalitas dan respon impuls berdasarkan harga beras di ASEAN. Data yang dipergunakan adalah data tahunan impor dan ekspor beras Thailand, Indonesia, Malaysia, Filipina dan Vietnam tahun 1989-2013 serta data bulanan harga beras pada tahun 2012-2016. Metode analisis yang digunakan adalah analisis tren, uji kointegrasi Johansen, estimasi Vector Autoregression (VAR) dengan model Vector Error Correction Model (VECM), kausalitas Granger, dan analisis respon impuls. Hasil yang didapatkan adalah tren impor Indonesia bersifat konstan, namun tren ekspor dan impor dari Thailand, Vietnam, Malaysia dan Filipina naik setiap tahunnya. Terdapat hubungan jangka panjang dan jangka pendek antar pasar beras di ASEAN, dengan pola hubungan kausalitas sebagaimana Malaysia mempengaruhi pasar Filipina, sedangkan pasar Filipina mempengaruhi pasar Vietnam dan pasar Vietnam mempengaruhi pasar beras Indonesia, namun tidak ditemukan hubungan timbal balik. Pada jangka pendek, pasar Indonesia dipengaruhi secara positif oleh pasar Malaysia dan Thailand namun dipengaruhi secara negatif oleh pasar beras Vietnam. Pasar beras Malaysia dipengaruhi oleh harga beras di pasar itu sendiri pada satu dan dua bulan sebelumnya. Pasar beras Filipina dipengaruhi oleh Malaysia dan Thailand secara positif. Pasar beras Thailand secara jangka pendek dipengaruhi secara positif oleh Indonesia. Sedangkan pasar beras Vietnam dipengaruhi secara positif oleh pasar beras Filipina pada bulan pertama dan ke-3 sebelumnya.

Rice as a trading commodity in ASEAN has a pivotal role in economic, social and political stability. The existence of ASEAN Economic Community has provided some evidences which show that market integration in ASEAN becomes more apparent. This study aims to analyze the trend of rice import and export in ASEAN, long-term and short-term relationships among ASEAN rice markets, causality relationships and impulse response analysis based on rice prices in ASEAN. The data that are used in this research consist of annual rice data of import and export from Thailand, Indonesia, Malaysia, Philippines and Vietnam in 1989-2013 as well as monthly data on rice prices in 2012-2016. Trend analysis, Johansen co-integration test, Vector Auto Regression estimation (VAR) with Vector Error Correction Model (VECM), Granger causality, and impulse response analysis are employed to answer the objective of this research. The results show that Indonesia's import trend relatively constant, but export and import trends from Thailand, Vietnam, Malaysia and Philippines increase every year. Long-term and short-term relationships exist among rice markets in ASEAN, with the pattern of causality relations as Malaysia affects the Philippines' market, Philippines' market affects Vietnam's market and Vietnam's market affects Indonesia's rice market, but there are no reciprocal linkages. In the short run, Indonesia's market is positively influenced by Malaysia and Thailand's markets and negatively influenced by Vietnam's rice market. Malaysia's rice market is influenced by it is own rice price from the previous first and second months. Philippine's rice market is positively influenced by Malaysia and Thailand's markets. Thailand's rice market is positively influenced by Indonesia's rice market. Vietnam's rice market is positively influenced by the Philippines' rice market from the first and third months.
