Penelitian ini bertujuan memahami respon pers lokal terhadap isu korupsi yang berkembang di daerah. Utamanya terhadap korupsi yang menjerat aktor-aktor di tingkat daerah. Guna mencapai tujuan tersebut, penelitian ini melakukan telaah terhadap konstruksi pemberitaan kasus korupsi suap kontrak jual beli gas alam dan tindak pidana pencucian uang yang melibatkan Fuad Amin Imron���¢�¯�¿�½�¯�¿�½seorang mantan Bupati Bangkalan, di surat kabar lokal Jawa Pos Radar Madura. Untuk menguak praktik konstruksi tersebut, penelitian ini mengunakan metode analisis framingyang dinilai dapat memberikan hasil yang menarik dengan cara transparan dan komunikatif (McQuail, 2011: 125). Pengungkapan praktik konstruksi tersebut terbagi atas dua aspek utama. Pertama, berdasarkan aspek teknis yang melakukan telaah terhadap kelengkapan berita serta pertimbangan pemilihan narasumber. Kedua, berdasarkan aspek subtantif yang berfokus terhadap pemetaan berbagai bingkai yang terkandung di dalam teks berita. Untuk melakukan telaah terhadap aspek substantif ini, elaborasi konsep basis bingkai yang ditawarkan oleh Urs Dahinden (2006) dan perangkat bingkai yang dikembangkan oleh Robert Entman (2010) dilakukan. Temuan penelitian menunjukkan bahwa terdapat ambiguitas bingkai yang dikonstruksi oleh Jawa Pos Radar Madura. Bingkai pertama melihat faktor sistemik-struktural sebagai penyebab kasus korupsi. Sedang bingkai kedua melihat faktor keserakahan individu sebagai penyebab kasus korupsi.

This study aims to understand the local press's response to the growing corruption issues in the region. Mainly against corruption that ensnare actors at the local level. In order to achieve these objectives, this study was conducted in a study on the construction of corruption cases on bribery contracts of natural gas purchase and money laundering involving Fuad Amin Imron-a former Bangkalan Regent, in the local newspaper Jawa Pos Radar Madura. To find out the construction practice, this research uses framing analysis method which is considered can give interesting result by the transparent and communicative way (McQuail, 2011: 125). Disclosure of the construction practice is divided into two main aspects. First, based on the technical aspects of the review of the completeness of the news as well as consideration of the selection of resource persons. Second, are based on a substantive aspect that focuses on mapping the various frames contained within the news text. To examine this substantive aspect, the elaboration of the concept of the frame base offered by Urs Dahinden (2006) and the frame device developed by Robert Entman (2010) was conducted. The research findings show that there is a frame ambiguity constructed by Jawa Pos Radar Madura. The first frame looks at the systemic-structural factors as the cause of corruption cases. While the second frame sees the factor of individual greed as the cause of corruption.
