PENGETAHUAN, SIKAP, DAN PERILAKU APARATUR PEMERINTAH DAERAH KABUPATEN BANGGAI KEPULAUAN TERHADAP PENGEMBANGAN PARIWISATA BERKELANJUTAN

Penelitian ini dilakukan untuk mengetahui pengetahuan, sikap, dan perilaku aparatur Dinas Pariwisata dan Kebudayaan Kabupaten Banggai Kepulauan terhadap pengembangan pariwisata berkelanjutan. Serta permasalahan lain yang menjadi kendala bagi mereka dalam melaksanakan tugas pokon dan fungsinya. Penelitian ini menggunakan metode analisis deskriptif kualitatif untuk menggambarkan keadaan subjek dan object penelitian berdasarkan fakta-fakta yang ada di lapangan. Pengumpulan data dilakukan dengan teknik observasi dan wawancara mendalam. Hasil penelitian menunjukkan bahwa aparatur Dinas Pariwisata dan Kebudayaan belum memahami mekanisme pengembangan pariwisata mulai dari tataran konsep hingga pelaksanaan di lapangan. Sikap aparatur Dinas Pariwisata dan Kebudayaan belum mendukung pengembangan pariwisata. Hal ini tampak daya tarik wisata yang tidak berkembang signifikan selama lima tahun terakhir. Perilaku aparatur pemerintah belum terlibat dan belum berperan langsung dalam merespons pengembangan pariwisata. Komposisi aparatur yang ada didominasi oleh aparatur berpendidikan umum. Kondisi tersebut menjadi kendala yang berpengaruh signifikan terhadap pelaksanaan kebijakan pengembangan pariwisata. Permasalahan lain adalah penggunaan dan pemanfaatan anggaran yang tidak sesuai dengan skala prioritas. Hal tersebut menyebabkan alokasi anggaran untuk pengembangan pariwisata lebih sedikit dibandingkan dengan belanja pegawai. Persoalan lain adalah belum terwujudnya kerja sama dan koordinasi yang baik dengan dinas teknis terkait dalam proses perencanaan dan pengembangan pariwisata.

This research attempts to reveal knowledge, attitude, and behavior of government personnel of the Office of Tourism and Culture, Banggai Kepualauan Regency on the development of sustainable tourism. In addition, this research is also aimed at tracing other problems of the observed government in applying their roles and policies. This research utilizes qualitative, descriptive analysis in order to describe existing conditions of subject and object of the study based on facts found along with this study. Meanwhile, the data are collected by conducting observation and in-depth interview. This research indicates that officials of the Office of Tourism and Culture have not yet comprehensively understood mechanism in developing tourism either on the conceptual level or on the practical one. Attitude of the government officers, at the same time, has not supported the development of sustainable tourism. This is indicated by, for instance, underdeveloped tourist attractions within last five years, and those officials have not anticipated current development of tourism. Professionally managed tourist attractions and sufficient services do not apparently exist. Attitude of the officers are not found in responding to the development of tourism. As a result, tourist attraction development has not significantly influenced the improvement of the people economy and is far away from expected results. The government officials are predominantly general educated employees, which significantly influences on the implementation of tourism development. In addition to this problem, budget allocation is also misplaced and does not prioritize tourism sector, which results in the lack of allocation on tourism rather than on personnel expenditures. Another problem is that there is no proper coordinating effort among involved government bodies in planning and developing tourism. This situation is resulted from the lack of capacity of Office of Tourism and Culture personnel in implementing their roles and authority in coordinating and implementing ideas from other government offices. The office has not yet been able to perform its roles to create policies as guidelines for other stakeholders involved in tourism development.
