NETWORK ANALYST UNTUK REKOMENDASI RUTE EVAKUASI KORBAN KECELAKAAN LALU LINTAS MENUJU UNIT GAWAT DARURAT DI KORIDOR PERKOTAAN KECAMATAN KUTOARJO, KABUPATEN PURWOREJO

Kecelakaan lalu lintas disebabkan oleh faktor manusia, faktor kendaraan, dan faktor lingkungan fisik. Faktor lingkungan fisik di Kabupaten Purworejo termasuk buruk karena adanya kondisi jalan yang sering berlubang. Sebagian besar kecelakaan lalu lintas terjadi di daerah perkotaan. Oleh karena itu, wilayah yang dipilih dalam penelitian ini adalah wilayah koridor perkotaan Kecamatan Kutoarjo, Kabupaten Purworejo. Beberapa kondisi tersebut memicu terjadinya peningkatan angka kecelakaan di wilayah kajian sehingga mendorong perlu adanya pencarian rute optimal dari tempat terjadinya kecelakaan menuju fasilitas kesehatan (UGD) untuk meminimalisir banyaknya korban yang meninggal. Metode untuk mencari rute optimal secara otomatis dalam penelitian ini menggunakan Network Analyst pada software ArcGIS. Beberapa data yang dibutuhkan, meliputi panjang jalan, lebar jalan, hambatan samping, jarak kereb/bahu jalan, jumlah penduduk serta lokasi rawan kecelakaan dan lokasi UGD. Beberapa data tersebut diperoleh dari interpretasi citra Pleiades perekaman 2014, survei lapangan, dan data sekunder dari instansi terkait. Sampel yang diambil dalam survei lapangan dilakukan dengan menggunakan metode Random Sampling. Hasil penelitian ini, yaitu rute optimal dari lokasi rawan kecelakaan menuju UGD yang dapat ditentukan melalui network analyst dibedakan atas 16 rute. Hasil rekomendasi fasilitas kesehatan (UGD) yang dituju pada penelitian ini ada 2 lokasi, yaitu Rumah Sakit Palang Biru dan Puskesmas Semawung Daleman. Perbandingan hasil rekomendasi rute optimal tersebut dengan kondisi jalan sesungguhnya yaitu cukup sesuai, dimana terdapat 13 rute yang waktu tempuhnya yang sesuai dan 3 rute yang waktu tempuhnya yang tidak sesuai.

Traffic accidents can be caused by human factors, vehicle factors, and physical environmental factors. Physical environmental factors in Purworejo district is bad, judging from the condition of the road that is often perforated. Most of the traffic accidents occur in urban areas. Therefore, the study area for this research is taken in the area of urban corridor at Kutoarjo Sub-district in Purworejo Regency. Some of these conditions may cause the increase in number of accidents in the urban area of Kutoarjo Sub-district, Purworejo Regency, thus encouraging the need for an optimal route search from the place of the accident to the health facility to minimize the number of victims who died. The optimal route of traffic accidents to the nearest health facility with the minimum travel time can be determined through the Network Analyst on ArcGIS software. It requires some data, including the width of the road, side barriers, kereb / shoulder distance, the number of residents and the location of accidentprone and ER locations. Some of these data were obtained from interpretation at Pleiades imagery in 2014 record, field survey, and related institutions. Field survey in this research is using Random Sampling method. The result of this research for search the optimal routes from accident prone locations to emergency room locations in urban corridor Kutoarjo District, Purworejo District which can be determined through network analyst is divided into 16 routes according to the number of accident prone locations. The result of recommendation of health facility (UGD) aimed at this research there are 2 locations, that is Hospital of Blue Cross and Semawung Daleman Public Health Center. The comparison of the optimal route recommendation results with actual road conditions, ie there are 13 routes of appropriate travel time and 3 routes of inappropriate travel time.
