ANALISIS PENGGUNAAN TERTINGGI DAN TERBAIK TERHADAP LAHAN MILIK TELKOM (Studi Kasus di Jalan Abdullah Lubis No. 64 Medan)

Analisis penggunaan tertinggi dan terbaik (Highest and Best Use) terhadap aset milik Telkom di Kota Medan di Jalan Abdullah Lubis No 64 Kota Medan seluas 1.252 m2, dilakukan dengan cara analisis produktivitas properti dalam aspek hukum dan peraturan serta aspek fisik sehingga diperoleh alternatif penggunaan yang memungkinkan. Analisis selanjutnya adalah analisis permintaan dan penawaran pasar, serta analisis kelayakan keuangan untuk setiap usulan penggunaan. Dalam penelitian ini, data yang akan dianalisis terdiri dari data primer dan data sekunder. Data primer meliputi data pendapatan, sewa dan pengeluaran yang diajukan sebagai alternatif penggunaan, diperoleh dengan bentuk wawancara berstruktur. Data fisik yang meliputi ukuran, bentuk tapak, topografi, utilitas, dan lain-lain diperoleh melalui observasi langsung. Data sekunder diperoleh dari Badan Pusat Statistik dan instansi-instansi pemerintah di Medan. Berdasarkan hasil perhitungan dan analisis yang telah dilakukan dapat dikatakan bahwa proyek perkantoran dan hotel diusulkan layak dan dapat diterima. Hasil tersebut menunjukkan penggunaan yang optimum untuk kantor pada tahun pertama sedangkan hotel penggunaan terbaik dan tertinggi pada tahun kelima.

The Highest and Best Use Analysis of assets belonging to Telkom at Abdullah Lubis Street No. 64 Medan which covering area of 1.252 m2, productivity analysis done by the property in legal aspects and regulations as well as physical aspects in order to obtain alternative uses that considerable. The next analysis is the analysis of market demand and supply, as well as the financial feasibility analysis for each proposed use. In this study, data that will be analyzed consist of primary data and secondary data. Primary data includes income data, lease and expenditure proposed as an alternative usage, obtained by way of a structured interview. The physical data consists of the size, shape of the tread, topography, utilities, and other things that are obtained through direct observation. The secondary data obtained from the Central Bureau of Statistics and government institutions in Medan. According to the calculation and analysis that have been done may be said that the proposed office and hotel project that submitted is considered feasible and acceptable. These results indicate that the optimum use for office in the first year while the best use and highest for hotel is in the fifth year.
