KAJIAN PROGRAM KELURAHAN SIAGA AKTIF SEBAGAI STRATEGI MEMBANGUN KETANGGUHAN MASYARAKAT MENGHADAPI BENCANA BANJIR ROB DI KECAMATAN SEMARANG UTARA

Banjir rob di Kecamatan Semarang Utara hampir setiap tahun terjadi, upaya penanggulangan telah melibatkan seluruh Instansi termasuk Kementerian Kesehatan dengan membentuk Kelurahan Siaga Aktif yang ditujukan untuk membentuk kesiapan dan ketangguhan masyarakat. Penelitian ini bertujuan 1) menganalisis tingkat keberhasilan program Kelurahan Siaga Aktif yang rawan tinggi dan rawan rendah di Kecamatan Semarang Utara, 2) menganalisis ketangguhan masyarakat dan faktor-faktor yang mempengaruhi dilihat dari tingkat keberhasilan program Kelurahan Siaga Aktif di KecamatanSemarang Utara, 3) menganalisis perbedaan ketangguhan masyarakat berdasarkan tingkat keberhasilan dari program Kelurahan Siaga Aktif di Kecamatan Semarang Utara. Metode penelitian ini adalah deskriptif dengan pendekatan metode kuantitatif dan kualitatif, metode pegumpulan data dengan data primer yakni kuesioner, observasi dan wawancara dan data sekunder. Teknik analisis adalah dengan melakukan uji statistik yang terdiri dari uji komparasi, uji korelasi dan uji regresi. Hasil Penelitian menunjukkan tingkat keberhasilan dari program Kelurahan Siaga Aktif di wilayah Kecamatan Semarang Utara adalah sebanyak 64% adalah berhasil dan 34% adalah tidak berhasil, faktor yang mempengaruhi meliputi peran dari FKK,peran dari Kader kesehatan, kegiatan penyuluhan atau promosi kesehatan dan tersedianya fasilitas sarana prasarana serta alokasi dana. Tingkat ketangguhan masyarakat di Kelurahan yang berhasil Siaga Aktif didapatkan masyarakat yang miliki ketangguhan tinggi sebesar 63,6% adalah tinggi dan 21,2% adalah rendah, sedangkan di Kelurahan yang tidak berhasil di dapatkan sebesar 15,2% adalah memiliki ketangguhan rendah dengan faktor pengaruh yakni pendidikan, pengalaman dan pendapatan. Berkaitan hal tersebut diperlukannya peningkatan peran pemerintah dalam sosialisasi terkait dengan kesehatan, kebencanaan, dan Kelurahan Siaga Aktif,perlunya peningkatan Kader Kesehatan, FKKdan forum relawan sertaperlunya alokasi dana dalam pelaksanaan Kelurahan Siaga Aktif.

Tidal flooding in North Semarang District is happening in almost every year and the countermeasures have involved all the related agencies including the Ministry of Health by establishing the Active Alert Village aimed to establish the community preparedness and resilience. This study aims to 1) analyze the success rate of Active Alert Village program that high and low vulnerable in North Semarang District, 2) analyze the community resilience and influencing factors seen from the success level of Active Alert Village program in North Semarang District, 3) analyze the difference of community resilience based on success rate of Active Alert Village program in North Semarang District. This research method is descriptive with quantitative and qualitative method approach. The data collecting methods are primary data through a questionnaire, observation and interview, and secondary data. The technique of analysis is to perform statistical tests consisting of a comparative test, correlation test, and regression test. The result of the research shows that the success rates of the Active Alert Village Program in North Semarang District are 64% successful and 34% are unsuccessful. The influencing factors include the role of FKK, the role of health cadre, extension activity or health promotion, and the availability of infrastructure facilities and allocation of funds. The level of community resilience in North Semarang District that succeeded active is 63.6%% which included in the high category and 21.2% in the low category and unsuccessful district is 15.2% which included in the low category with the influence factors of education, experience, and income. In this regard, it is necessary to increase the role of government in socialization related to health, disaster, and Active Alert Village, the urge to increase the Health Cadre, FKK, and volunteer forum, and the need of fund allocation in the implementation of Active Alert Village has to be conducted as well.
