DILEMA AKUNTABILITAS STUDENT GOVERNMENT ORGANIZATION: STUDI KASUS KETERLIBATAN BEM/ DEMA TINGKAT UNIVERSITAS TERHADAP ISU DAN PERMASALAHAN INTRA PERGURUAN TINGGI NEGERI DI DAERAH ISTIMEWA YOGYAKARTA

Dalam rangka mencapai sifat akuntabilitas, organisasi yang menggunakan konsep student government masih memiliki berbagai macam kendala dalam melaksanakan kegiatannya, terutama dalam melibatkan diri dalam segala perumusan peraturan dan proses pengelolaan kampus oleh pihak rektorat. Oleh karena itu, penelitian ini bermaksud untuk mengetahui sejauh mana akuntabilitas organisasi semacam Badan Eksekutif Mahasiswa/ Dewan Eksekutif Mahasiswa dalam konteks keterlibatkan pada pengelolaan kampus. Penelitian ini berjenis penelitian deskriptif kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dalam penelitian ini, adalah wawancara, observasi, studi pustaka, serta dokumentasi. Obyek penelitian empat Badan Eksekutif Mahasiswa (BEM)/ Dewan Eksekutif Mahasiswa (DEMA) tingkat Universitas di Perguruan Tinggi Negeri Daerah Isimewa Yogyakarta, yakni DEMA UIN Sunan Kalijaga, BEM KM UPN “Veteran”, BEM KM UGM, serta BEM UNY. Setelah itu, data dipilah dengan menggunakan pendekatan student government, dianalisis menggunakan tangga keterlibatan mahasiswa dan principal agent theory dalam konteks meninjau akuntabilitas, serta dirangkai sedemikian rupa hingga diperoleh kesimpulan dari hasil penelitian. Hasil penelitian ini dirumuskan melalui beberapa elemen dalam terma student government, yakni ditinjau dari legitimasi suara mahasiswa (voice), keterwakilan organisasi (representation), dan aksesibilitas organisasi dalam mengawal isu dan permasalahan (advocacy). Sedangkan pendekatan principal agent theory dalam meninjau akuntabilitas organisasi mahasiswa intra perguruan tinggi ini membuahkan beberapa hasil. Hasil penelitian ini menjadi satu dilema tersendiri bagi BEM/ DEMA karena membuahkan kompleksitas dalam proses pertanggungjawaban organisasi.

In order to achieve accountability value, organization which used the student government concept such as BEM or DEMA has obstacles in carrying out its activities in engaging in any formulation of rules, policies, and the process of university managing by the rector. These obstacles are based on the performance of the organization's members, as well as other factors from outside the organization, such as the student as organization constituent, the rector legitimation, until the government policies that underlie the existence of Intra College Student Organization. Therefore, this study intends to determine the extent of organization’s accountability such as the Student Executive Board (BEM) / Student Executive Council (DEMA) in getting involved in the university managements. This research was a descriptive qualitative research. Data collection techniques used in this study were interviews, observation, library research, and documentation. Four research object which is Executive Board of the Student (BEM) / Student Executive Council (DEMA) were DEMA UIN Sunan Kalijaga, BEM KM UPN "Veteran", BEM KM UGM, and BEM UNY. Afterwards, the data is sorted by using the student government approach, student involvement ladder, and principal agent theory approach in the context of reviewing accountability for the conclusion of the research results. Results of this study was examined by several elements of student government, in terms of the legitimacy of student voice, the representation of the organization, and the accessibility of the organization in guarding the issues and problems. This analysis also uses the concept of student involvement ladder in reviewing how such involvement is articulated by the rector. Through this method, BEM/ DEMA in State University show that the rector seemed to involve and provide a variety of options for BEM/ DEMA, but the rector has all the power over the decision-making process. Afterwards, BEM/ DEMA can be reviewed through the principal agent theory in assessing how far the accountability of BEM/ DEMA in carrying out the process of involvement for guarding campus issues. The final results of this research caused a dilemma for BEM / DEMA since those problems led to the complexity in the process of organizational accountability.
