EVALUASI RENCANA PUSAT DISTRIBUSI REGIONAL MENGGUNAKAN AGENT-BASED MODELING (ABM)

Sistem logistik Indonesia masih belum berjalan secara efektif, oleh karena itu pemerintah Indonesia mengeluarkan Cetak Biru Pengembangan Sistem Logistik Nasional (Cetak Biru Sislognas) dengan salah satu rencananya adalah membangun Pusat Distribusi Regional (PDR) untuk menyelesaikan permasalahan tersebut. Cetak Biru Sislognas tersebut telah menetapkan provinsi mana saja yang akan dijadikan sebagai PDR, namun rencana tersebut belum diterapkan, sehingga sampai saat ini belum diketahui apakah rencana pendirian PDR tersebut sudah efektif atau belum. Penelitian ini dilakukan dengan tujuan membuat tool untuk mengevaluasi rencana pemerintah terkait pemilihan lokasi PDR di beberapa provinsi di Indonesia. Evaluasi dijalankan dengan membangun model dan simulasi menggunakan Agent-Based Modeling dengan tool Netlogo yang diintegrasikan dengan Geographic Information System (GIS) sehingga model yang terbangun memiliki tampilan visual yang sesuai dengan koordinat asli Indonesia. Evaluasi lokasi PDR ini dilakukan pada enam skenario, dimana skenario-skenario tersebut dibedakan dari segi jaringan distribusinya. Evaluasi dijalankan dengan mensimulasikan model selama 30 tahun atau 10.950 hari dengan 100 kali replikasi. Hasil evaluasi keenam skenario tersebut dilihat berdasarkan indikator kinerja berupa jumlah inventory, backlog, dan total biaya pada setiap PDR. Hasil simulasi keenam skenario menunjukkan bahwa jumlah jaringan yang terlalu sedikit akan berakibat pada total biaya yang besar, namun jika jumlah jaringan yang terbentuk terlalu banyak juga akan menghasilkan total biaya yang besar. Selain itu, perbandingan hasil simulasi dari keenam skenario tersebut menunjukkan bahwa skenario kedua merupakan skenario yang paling efektif dan efisien, karena skenario kedua memiliki jumlah inventory, jumlah backlog, dan total biaya yang rendah dibandingkan skenario lainnya.

Indonesia’s logistics system has not been effective yet, so that Indonesia government released the National Logistics Blueprint and one of the plan is building Regional Distribution Center (RDC) to overcome the problem. The Blueprint has set which province will be the RDC, but this plan has not been implemented, so until now it is not known whether the plan has been effective or not. This research was conducted with the aim of creating a tool to evaluate government plans related to RDC location selection in several provinces in Indonesia. Evaluation was done by building model and simulation using Agent-Based Modeling with Netlogo tool which is integrated with Geographic Information System (GIS) so the built model visual appearance is in accordance with the original coordinates of Indonesia. Evaluation of RDC location was conducted on six scenarios, where the scenarios are based on the distribution network. Evaluation was run by simulating the model for 30 years or 10.950 days with 100 replication. The results of the evaluation of the six scenarios are viewed based on performance indicators in the form of inventory level, backlog, and total cost in each RDC. The results of six scenarios simulation indicate that if the number of networks is too small, it will result in a large total cost, but if the number of networks is too large, it will also result in a large total cost. In addition, the comparison of simulation results from the six scenarios showed that the second scenario is the most effective and efficient scenario, since the second scenario has a low inventory level, backlogs, and total cost compared to other scenarios.
