TINJAUAN YURIDIS KETIDAKLENGKAPAN REKAM MEDIS PASIEN KORBAN ERUPSI GUNUNG MERAPI TAHUN 2010 DI RUMAH SAKIT PANTI NUGROHO

Tujuan dari penelitian ini untuk mengetahui dan menganalisis penyelenggaraan rekam medis pasien korban erupsi Gunung Merapi tahun 2010 dan tindakan yang harus dilakukan Rumah Sakit Panti Nugroho atas ketidaklengkapan rekam medis pasien korban erupsi Gunung Merapi tahun 2010. Penelitian ini menggunakan metode pendekatan normatif empiris. Data primer yang diperoleh dari lapangan dan data sekunder dari penelitian kepustakaan dianalisis secara kualitatif. Berdasarkan hasil penelitian, penyelenggaraan rekam medis pasien korban erupsi Merapi tahun 2010 di Rumah Sakit Panti Nugroho dilaksanakan oleh tenaga medis dan tenaga kesehatan yaitu, dokter, perawat, perekam medis, ahli gizi dan fisioterapi. Rekam medis harus dibuat dalam bentuk tertulis, lengkap dan jelas sesuai dengan ketentuan dalam Permenkes RI No. 269/Menkes/Per/III/2008. Rekam medis merupakan salah satu unsur trilogi pelayanan kesehatan oleh dokter. Penyelenggaraan rekam medis pasien korban erupsi Gunung Merapi tahun 2010 di Rumah Sakit Panti Nugroho belum lengkap berkaitan dengan data sosial pasien. Adapun ketidaklengkapan data sosial rekam medis disebabkan oleh faktor-faktor sebagai berikut, kondisi pasien saat tiba di rumah sakit, keluarga pasien belum datang, kurangnya tenaga medis dan tenaga kesehatan, dan kondisi bencana alam.

The research is aimed to understand and analyses abaout implementation of medical record of Merapi eruption's victim in Panti Nugroho Hospital in 2010, also the obligation of Panti Nugroho Hospital to be done over the incomplete of medical record of Merapi eruption's victim. This research applies the normative juridical approach that analyses the implementation of medical record of Merapi eruption's victim in Panti Nugroho Hospital in 2010. The primary data obtained from the field and the secondary data are analysed qualitatively. Based on the research, the implementation of medical record of Merapi eruption's in Panti Nugroho Hospital in 2010 can be managed by doctors, nurses, medical recorders, nutritionist, and physiotherapist. Based on the Permenkes RI No. 269/Menkes/Per/III/2008, the medical record must be written completely and clear. The medical record is one of the trilogy health services by the doctors, beside the informed consent and medical secrets. The implementation of medical record of Merapi eruption's victim in Panti Nugroho Hospital in 2010 is incomplete. The incomplete of social data on the medicall record is caused by the condition of the patient when came to the hospital, the family of the patients are yet to come, lack of health care workers, and the condition of the natural disaster.
