UTILIZATION OF RENEWABLE ENERGY INFRASTRUCTURE AS AN IRRIGATION SYSTEM IN DRYLAND FARMING

Tujuan penelitian ini adalah untuk mengkaji secara komprehensif tentang pendayagunaan infrastruktur energy terbarukan yang penggunaannya bersifat komunal yang dalam hal ini adalah SWP (Solar Power Pump) yang di inisiasi oleh Kementerian Pertanian sebagai infrastruktur pendukung pada sektor pertanian khususnya pada pertanian lahan kering. Adapun aspek-aspek yang menjadi fokus penelitian ini adalah aspek fisik, sistem dan manusia. Pada aspek fisik membahas tentang kondisi, kapasitas dan desain. Sedangkan pada aspek sistem membahas delivery mechanism. Pada aspek manusia akan membahas tentang kapasitas SDM (personal capacity, community capacity), jejaring, dan dampak (sosial dan ekonomi). Penelitian ini dilakukan di dua lokasi berbeda yaitu Dusun Kedungmiri, Desa Sriharjo, Bantul (lokasi I) dan Dusun Tanjung, Desa Bleberan, Gunungkidul (lokasi II). Pemilihan lokasi didasarkan atas kesadaran bahwa program SWP yang diinisiasi oleh Kementerian Pertanian cukup banyak dan tersebar di beberapa daerah di Indonesia, sehingga demi efektifitas dan efisiensi maka dipilih dua lokasi yang terjangkau yang dapat merepresentasikan SWP lain. Pengumpulan data dilakukan dengan beberapa cara yaitu obervasi, wawancara, penyebaran kuisioner dan dokumentasi dengan sumber data diantaranya adalah penerima manfaat (pengguna), penyelenggara dan stakeholder lainnya (pemerintah, swasta, akademisi, NGO). Hasil penelitian menunjukkan; pada aspek pengelolaan, pembagian tugas yang jelas antara penyelenggara dan beneficiaries menjadi faktor yang cukup penting. Pada aspek SDM, meskipun petani di kedua lokasi memiliki keunggualan masing-masing namun secara umum belum terlihat empowerment yang nyata, oleh sebab itu pada dampak sosial dan ekonomi, walaupun hasilnya terlihat cukup baik, namun yang demikian masih belum merepresentasikan sebuah sistem yang keberlanjutan. Oleh sebab itu dirasa perlu pemahaman yang mendalam dari penyelenggara dalam melaksanakan program yang bersifat top down, dimana harus memperhatikan kesiapan beneficiaries tidak hanya teknis.

The purpose of this research is to assess comprehensively about utilization renewable energy infrastructure that used communally by community, in this case is SWP (solar power pump) wich is developed by the ministry of agriculture as supporting infrastructure in the agricultural sector especially in dry land (non irrigation). As for aspects which are a focus of this research is the physical aspects, the system and human. On the physical aspects discuss about the condition of the infrastrucuture, capacity and design. While on the system aspects discuss about delivery mechanism. On human aspects discuss about the capacity of human resources (personal capacity, community capacity), network, and the impact (social and economic). This research was conducted at two different locations namely Kedungmiri Hamlet, Sriharjo, Bantul (location I) and Tanjung Hamlet, Bleberan, Gunungkidul (location II). The data collection is done in several ways namely observation, interviews, questionnaires and documentation of data sources including the beneficiaries (users), providers and other stakeholders (government, private sector, university, NGO). The result showed; on the management, a clear assignment division between executor of program and beneficiaries is important .On the human resources aspects, although farmers in the both locations have excellence respectively but generally have not shown an empowerment clearly, consequently on the economic and social impacts, although it looks pretty good, but this is not represent a sustainable system. Therefore it is necessary a deep understanding of the executor in implementing the top down program, where they must consider the readiness of beneficiaries not only in technical aspects.
