ANALISIS PRDUKTIVITAS DAN KOEFISIEN TENAGA KERJA PEKERJAAN BETON BERTULANG PADA PROYEK HIGH RISE BUILDING (STUDI KASUS PADA PROYEK WISMA ATLET KEMAYORAN)

Tenaga kerja merupakan salah satu aspek penting dalam pelaksanaan suatu proyek konstruksi dengan deskripsi pekerjaan dan jumlahnya disesuaikan dengan kebutuhan proyek. Kebutuhan proyek akan tenaga kerja harus mempertimbangkan tiga aspek manajemen konstruksi yaitu: biaya, mutu, dan waktu. Untuk mempermudah kontraktor menghitung kebutuhan tenaga kerja, Kementrian Pekerjaan Umum dan Perumahan Rakyat (PUPR) mengeluarkan peraturan mengenai nilai koefisien tenaga kerja berdasarkan keahlian dan jenis pekerjaan. Koefisien tersebut digunakan sebagai acuan perhitungan rencana anggaran biaya (RAB). Namun, peraturan tersebut hanya dapat digunakan untuk pekerjaan gedung sederhana atau perumahan. Belum ada peraturan yang mengatur koefisien tenaga kerja untuk proyek gedung bertingkat tinggi atau High Rise Building (HRB). Penelitian ini berusaha membandingkan nilai koefisien tenaga kerja yang dibuat oleh Kementerian Pekerjaan Umum dan Perumahan Rakyat (Permen PU-PR) No: 28/PRT/M/2016 dengan tinjauan produktivitas aktual di proyek. Studi kasus pada penelitian ini adalah pada pekerjaan struktur proyek Wisma Atlet Kemayoran pada lantai 29, 30, 31, dan 32. Koefisien aktual proyek dihitung berdasarkan produktivitas tenaga kerja terhadap waktu penyelesaian pekerjaan. Penelitian ini menjelaskan tentang metode pelaksanaan konstruksi HRB yang pada tinjauan ini disebut sebagai siklus-N oleh pihak kontraktor yang hanya membutuhkan durasi waktu lima hari untuk pekerjaan struktur tiap zonanya. Berdasarkan hasil analisis produktivitas dan koefisien tenaga kerja setiap pekerjaan struktur yang ditinjau dari proyek Wisma Atlet Kemayoran, setiap kenaikan lantai mengakibatkan kenaikan jumlah tenaga kerja mendekati jumlah tenaga kerja yang ditetapkan oleh PU. Secara keseluruhan, untuk tinjauan satu lantai penuh dari lantai 30-32 memiliki nilai rata-rata jumlah tenaga kerja aktual 12,87% terhadap jumlah tenaga kerja dari acuan PU.

Labor is one important aspect in the implementation of a construction project with the appropriate expertise for each job description and adjusted to the needs of the project. Labor needs of the project would have to consider three aspects of construction management: cost, quality, and time. To simplify the calculation on labor needs, the Ministry of Public Works and Public Housing (PUPR) issued regulations regarding the coefficient of labor based on skills and work. The coefficient is used as a reference for the calculation of the budget plan (RAB). However, these regulations can only be used for simple jobs or residential buildings. There are no regulations about the labor coefficient forhigh rise building (HRB) projects. This study try to compare the value of the coefficient of labor made by the Minister of Public Works and Public Housing (Permen PU-PR) No: 28 / PRT / M / 2016 with a review of an actual productivity in a project. The case studies in this research is the structural work of Wisma AtletKemayoran on 29th, 30th, 31st, and 32nd floor. The coefficient calculated based on the project's actual labor productivity to the job completion time. This research explains the method of HRB construction implementation which in this review is referred as the N-cycle by the contractor which takes only five days for the structural work on each zone. Based on the results of productivity analysis and labor coefficient on each structural work observed on Wisma AtletKemayoran, every floor increase also increase the number of workers approaching the value set by PU. In general, the full-floor review of 30-32 floors has an average value of 12,87% actual workforce of the workforce of the MPW
