ANALISIS PERUBAHAN HARGA PROYEK TAHUNAN, STUDI KASUS PADA PROYEK PEMBANGUNAN GEDUNG

Estimasi harga merupakan hal yang sangat penting dalam perancangan suatu proyek konstruksi. Pengguna jasa melakukan estimasi harga untuk menentukan Owner Estimate (OE), konsultan perencana membuat Engineering Estimate (EE), dan kontraktor membuat penawaran harga untuk proses pelelangan. Komponen biaya proyek terdiri dari biaya langsung dan biaya tidak langsung. Biaya langsung meliputi biaya sumber daya yang dapat berupa material, upah dan alat; biasanya merupakan komponen utama biaya. Harga sumber daya mengalami perubahan dari tahun ke tahun sehingga menyebabkan kenaikan harga proyek. Harga di waktu yang lalu dapat digunakan untuk memprediksi harga di waktu yang akan datang. Penelitian ini menganalisis perubahan harga proyek dari tahun ke tahun dengan studi kasus pada proyek bangunan gedung. Pada penelitian ini dianalisis perubahan harga sebagai dampak perubahan harga sumber daya. Untuk keperluan tersebut digunakan data Standar Harga Barang dan Jasa (SHBJ) yang merupakan data laporan harga sumber daya tahunan yang diterbitkan oleh pemerintah. SHBJ yang digunakan adalah dari Peraturan Gubernur Daerah Istimewa Yogyakarta tentang SHBJ dari tahun 2010 sampai dengan tahun 2016. Berdasarkan hasil analisis SHBJ, diperoleh karakteristik perubahan harga proyek tahunan (dari tahun 2010 sampai dengan 2016) secara umum mengalami kenaikan. Nilai perubahan harga proyek tertinggi terjadi pada tahun 2015 (6,14%) dan terendah pada tahun 2012 (0,83%). Dengan analisis regresi linier diperoleh persamaan Yi = 62.156 Xi + 2.003.962; (Xi= i -2009) yang dapat digunakan untuk mengestimasi harga proyek per m persegi di tahun yang akan datang. Biaya pekerjaan yang paling fluktuatif tiap tahunnya adalah pekerjaan galian. Penelitian ini juga memberikan saran perbaikan SHBJ yaitu perlunya melengkapi sumber daya yang belum terakomodasi dan standarisasi nama sumber daya serta satuan sumber daya.

Price Estimation is very important in the design of a construction project; for the user to make the Owner Estimate (OE), for the consultant planner to make Engineering Estimate (EE), and for the contractor to make the bid. The main components of the project costs estimation are the direct costs and indirect costs. Direct costs include the cost of a resources such as material, wages and tools. Resource price changes annually, causing the increases in the project prices. Prices in the past can be used to predict the price in the future. This study analyzed the annual project cost's changes with a case study on building project. This study analyzed the project cost changes as the impact of resource prices fluctuation. For this purpose, the price is compiled from the standard price of goods and wages, named SHBJ which is the annual data resource, issued by the government. SHBJ used are from Governor Regulation of Daerah Istimewa Yogyakartafrom 2010 until 2016. Based on analysis of SHBJ, the characteristic of project's cost (from 2010 to 2016) annual changes is generally increasing. The highest value of project's cost change occurred in 2015 (6.14%) and the lowest was in 2012 (0.83%). The regression analysis equation is Yi = 62.156 Xi + 2.003.962; (Xi= i - 2009) can be used to estimate the project's cost in the upcoming year. In this research, the most volatile annual work's cost is the excavation work. This study also suggests improvement for SHBJ: addition of resources that have not been accommodated, standardize the resource name, and resource unit.
