Skema Perencanaan dan Implementasi Pembangunan Terpadu Pengembangan Kawasan Geopark Ciletuh

Prinsip Industri inklusif dan berkesinambungan (Inclusive and sustainable industrial development, ISID) yang dikeluarkan oleh UNIDO seolah menjadi sebuah mandatori tersendiri bagi korporasi untuk menjalankan praktik corporate social responsibility.Perusahaan yang memiliki kepentingan global berupaya menjalankan prinsip tersebut dengan maksud agar produknya dapat diterima pasar global. Salah satu perusahaan yang terkena imbas mandatori tersebut adalah PT Bio Farma (Persero). Prinsip UNIDO tersebut menstimulasi PT Bio Farma (Persero) untuk melakukan kegiatan CSR untuk mendapatkan reputasi global. Dalam upayanya tersebut, PT Bio Farma (Persero) menggunakan konsep Geopark yang sedang menjadi isu menarik dalam konteks pengembangan wilayah. Isu global tersebut akhirnya digunakan PT Bio Farma (Persero) untuk tema pengembangann wilayah yang terangkum dalam sebuah praktik CSR. Geopark menjadi sebuah tema pengembangan wilayah di kawasan geopark Ciletuh. Praktik ini menjadi fenomena tersendiri karena pada perkembangannya konsep geopark yang diusung oleh PT Bio Farma (Persero) mengundang elemen pembangunan lain untuk berpartisipasi didalamnya. Pertanyaan yang kemudian muncul adalah skema perencanaan dan implementasi pembangunan terpadu seperti apa yang digunakan dalam upaya pengembangan kawasan geopark Ciletuh. Metode kualitatif dengan pendekatan deskriptif digunakan untuk menjawab pertanyaan penelitian. Pencarian data dilakukan dengan wawancara, observasi langsung berdasarkan pengalaman peneliti, serta dari dokumen terkait lainnya. Lokasi penelitian dilakukan di wilayah Desa Tamanjaya yang menjadi objek sasaran CSR perusahaan. Teknik penentuan informan menggunakan purposive sampling, informan berasal dari unsur perusahaan, pemerintah, dan warga lokal. Data yang terkumpul kemudian dianalisis untuk mencari jawaban atas pertanyaan penelitian tersebut. Dari hasil penelitian dapat diketahui bahwa ide awal pengembangan kawasan geopark yang melibatkan banyak aktor pembangunan di kawasan Ciletuh berasal dari PT Bio Farma (Persero). Ide tersebut didapatkan melalui konsep global dari UNESCO yang dikomodifikasi agar menjadi sebuah ciri khas tersendiri bagi PT Bio Farma (Persero). Perencanaan skema pengembangan yang melibatkan banyak aktor ini bersifat terpadu karena PT Bio Farma (Persero) tampil dominan. Sementara dalam tataran implementasi, konsep community based development tidak sepenuhnya dapat dijalankan secara optimal oleh PT Bio Farma (Persero) karena faktor keterbatasan waktu mereka untuk mencapai target yakni pada tahun 2017 kawasan geopark Ciletuh diakui secara global oleh UNESCO.

One of the companies affected by the mandatory PT Bio Farma (Persero). The UNIDO principle stimulate PT Bio Farma (Persero) to undertake CSR activities to gain a global reputation. In these efforts, PT Bio Farma (Persero) using Geopark concept that has become an interesting issue in the context of regional development. The global issue ultimately used PT Bio Farma (Persero) for the theme pengembangann region are summarized in a CSR practices. Geopark became a theme for regional development in the region Ciletuh geopark. This practice became a phenomenon because of the development of geopark concept promoted by PT Bio Farma (Persero) invites other development elements to participate in it. The question that then arises is the scheme of integrated development planning and implementation such as what is used in the development of geopark Ciletuh region. Qualitative method with descriptive approach used to answer research questions. Search data is done by interviews, direct observation by experienced researchers, as well as from other relevant documents. The research location is in the Village area Tamanjaya is the object of the company's CSR goals. Mechanical determination of informants using purposive sampling, informants come from elements of the enterprise, government, and local residents. The collected data is then analyzed to find answers to the research questions. From the results of this research is that the initial idea of the development of geopark area involving many actors Ciletuh development in the region comes from PT Bio Farma (Persero). The idea was obtained through the global concept of the UNESCO commodified in order to become a distinctive characteristic for PT Bio Farma (Persero). Planning scheme of development involving many actors have to be integrated because PT Bio Farma (Persero) appear dominant. Meanwhile, in a sense, the concept of community based development is not fully able to run optimally by PT Bio Farma (Persero) due to their time constraints to achieve a target that by 2017 the region Ciletuh globally recognized geopark by UNESCO.
