ANALISIS LOKASI OPTIMAL FREIGHT VILLAGE DI DAERAH ISTIMEWA YOGYAKARTA

Perkembangan ekonomi dan pertumbuhan penggunaan lahan di Daerah Istimewa Yogyakarta yang relatif cepat akan berdampak pada peningkatan mobilitas orang dan barang, sehingga akan peningkatan volume lalu lintas pada sistem jaringan jalan di Daerah Istimewa Yogyakarta. Untuk mengurangi jumlah kendaraan barang yang memasuki kota, pemerintah daerah memperkenalkan Freight Village. Untuk mendukung rencana tersebut, diperlukan adanya kajian penentuan lokasi Freight Village di Daerah Istimewa Yogyakarta berbasis partisipasi stakeholder. Tujuan penelitian adalah menentukan kriteria-kriteria dalam penentuan lokasi Freight Village, menentukan kesesuaian lokasi untuk Freight Village, dan lokasi Freight Village yang optimal di Daerah Istimewa Yogyakarta. Penelitian ini menggunakan motode Analisis Multikriteria Spasial (Spatial Multiciteria Analysis) untuk menentukan kesesuaian lokasi untuk Freight Village dan Model Lokasi Alokasi (Location Allocation Model) untuk menentukan lokasi yang optimal untuk penempatan Freight Village di Daerah Istimewa Yogyakarta. Kriteria yang digunakan dalam penentuan lokasi Freight Village adalah kriteria fisik wilayah meliputi topografi, penggunaan lahan eksisting, dan bencana alam; kriteria infrastruktur meliputi kondisi fisik jalan, interkonektifitas, listrik, dan telekomunikasi; kriteria lingkungan meliputi kependudukan, dan sosial; kriteria perekonomian meliputi tingkat aktivitas dan harga lahan; dan kriteria regulasi meliputi pola ruang dan stuktur ruang. Berdasarkan hasil analisis multikiteria spasial dan model lokasi alokasi, lokasi yang paling optimal Freight Village di Daerah Istimewa Yogyakarta yaitu di Desa Sentolo, Kecamatan Sentolo, Kabupaten Kulon Progo; Desa Tirtomartani, Kecamatan Kalasan, Kabupaten Sleman; dan Desa Bendungan, Kecamatan Wates, Kabupaten Kulon Progo.

Yogyakarta Special Region is facing rapid economy growth and extensive land utilization; therefore, the mobilization of people and goods has significantly increased which eventually will increase the traffic volume in the existing road network in Yogyakarta Special Region. As an effort to reduce the number of freight vehicles entering Yogyakarta City, the province government of Yogyakarta has introduced the concept of Freight Village. To support the policy, it is necessary to conduct a study on the selection of Freight Village locations in Yogyakarta Special Region which is based on stakeholder participation. This study is aimed to (1) determine criteria to select Freight Village Locations; (2) determine the suitable locations for Freight Village; and (3) to determine the optimal location for Freight Village in Yogyakarta Special Region. This study uses Spatial Multicriteria Analysis method to determine the suitable locations for Freight Village and Location Allocation Model to determine the optimal location for Freight Village in Yogyakarta Special Region. The criteria used in determining Freight Village locations include (1) physical condition of the region, including topography, existing land use, and natural disaster; (2) infrastructure, including road condition, interconnectivity, electricity, and telecommunication; (3) Environment, including demography, and social aspect; (4) economy, including activity level and land price; and (5) regulation, including spatial pattern and spatial structure. The result of spatial multicriteria analysis and location allocation model has indicated several locations which are the most optimal for Freight Village in Yogyakarta Special Region. The locations are Sentolo Village, Sentolo Sub-District, Kulon Progo Regency; Tirtomartani Village, Kalasan Sub-District, Sleman Regency; and Bendungan Village, Wates Sub-District, Kulon Progo Regency.
