SISTEM PENDUKUNG KEPUTUSAN PENENTUAN PENERIMA BANTUAN LANGSUNG MASYARAKAT (BLM) PROGRAM PENINGKATAN KUALITAS PEMUKIMAN (P2KP) DENGAN METODE GABUNGAN DARI AHP DAN TOPSIS (STUDI KASUS : KOTA TERNATE)

Bantuan Langsung Masyarakat (BLM) Program Peningkatan Kualitas Permukiman (P2KP). Merupakan sebuah program pemerintah yang diharapkan mampu untuk mengatasi persoalan kemiskinan. Mengingat sudah banyak sekali program penanggulangan kemiskinan yang dicanangkan oleh pemerintah namun persoalan kemiskinan tetap sulit untuk diatasi. Namun selama ini penentuan proposal kegiatan penerimaan bantuan langsung masyarakat (BLM) program peningkatan kualitas permukiman di Kota Ternate dilakukan melalui proses verifikasi yang dilakukan oleh Team Verifikasi (TV) dan hasilnya direkomendasikan pada musyawarah antar desa (MAD) prioritas yang diselenggarakan oleh UPK Kota Ternate yang difasilitasi oleh senior fasilitator (SF) dan fasilitator kecamatan (FK). Hasil penilain dari tim verifikasi terdapat usulan kegiatan selama ini hanya memberikan penilaian layak, dan tidak layak saja, sedangkan proses di MAD prioritas adalah merangking kelayakan kelurahan untuk mendapatkan BLM. Proses MAD prioritas P2KP dikota ternate selama ini dilakukan secara konvensional (penilaian obyektif, manual dan berdasarkan voting) sehingga masih sering terjadi kesalahan saat penilaian usulan. Jadi perlu adanya upaya yang lebih untuk meningkatkan kinerja tim verifikasi P2KP dan mempermudah proses MAD prioritas dalam pengembangan keputusan. Penelitian ini bertujuan untuk penentuan penerima bantuan langsung masyarkat yang sesuai bagi kelurahan berdasarkan standar parameter yang telah ditetapkan olehP2KP Kota Ternatedengan metode Analytical Hierarchy Process dan TOPSIS (Technique for Other Preference by Similarity to Ideal Solution).Metode Analytical Hierarchy Process digunakan untuk menghitung bobot prioritas dari tiap parameter, yang nantinya menjadi acuan perangkingan yang dilakukan dengan metode TOPSIS. Hasil dari penelitian ini adalah penerapan gabungan dari metode AHP, dan TOPSIS dapat digunakan untuk penentuan penerima BLM Kelurahan Kota Ternate. Dari hasil pengujian, sistem dapat melakukan perhitungan yang valid dan sistem juga bersifat fleksibel akan perubahan parameter dan alternatif.

Direct Community Assistance Improvement Program Settlement Is a government program that is expected to be able to overcome the problem of poverty. Considering that innumerable poverty reduction program has already launched by the government, but the problems of poverty remain difficult to overcome. However up till now the determination of proposal acceptance community grants (BLM) program to improve the quality of housing in the city of Ternate is done through a verification process conducted by Team Verification (TV) and the results are recommended in deliberations between the villager (MAD) priorities held by UPK Ternate facilitated by senior facilitator (SF) and the sub-district facilitators (FK). The results of the assessment of the verification team activities during the proposal contained only provide decent ratings, less worthy and not worthy of it, while in the process of MAD priority is to ranked the proposed activities. MAD process priority P2KP city of Ternate been done conventionally (an objective assessment, manual and by voting) that are still common error when assessing proposals. Therefore need more efforts to improve the team's performance and facilitate the process of verification P2KP MAD priority in development decisions. This study aims to determine the direct recipient that are appropriate for the village community based on standard criteria established by the P2KP Ternate with Analytical Hierarchy Process and TOPSIS (Technique for Other Preference by Similarity to Ideal Solution). Analytical Hierarchy Process Method used to calculate the weight of the priority of each criterion, which will be conducted with ranking reference TOPSIS method. Results from this study are the combined application of AHP and TOPSIS can be used to determine the recipient BLM Village Kota Ternate. From the test results, the system can perform calculations valid and also flexible system will change the criteria and alternatives.
