ANALISIS PENERAPAN SISTEM PROTEKSI FISIK PADA VITAL AREA FASILITAS KAPAL PLTN TERAPUNG DENGAN METODE POHON SERANGAN

Kebutuhan sumber energi listrik yang mampu menjangkau daerah terpencil mendorong berkembangnya teknologi PLTN terapung. PLTN terapung adalah salah satu jenis reaktor small and modular yang ditempatkan di atas kapal yang ditambatkan di wilayah perairan. Salah satu desain PLTN terapung yang dikembangkan adalah Akademik Lomonosov dengan reaktor KLT-40S. Fasilitas PLTN terapung dapat menjadi target dari sabotase atau pencurian material. Fasilitas PLTN terapung membutuhkan sistem keamanan yang mumpuni dan handal untuk mencegah dan menanggulangi insiden keamanan. Kebutuhan awal pengamanan PLTN terapung adalah sistem proteksi fisik yang sesuai. Penelitian ini bertujuan untuk menentukan kesesuaian penerapan model sistem proteksi fisik yang digunakan untuk PLTN di darat apabila diterapkan pada PLTN terapung. Tujuan sistem proteksi fisik diperoleh dengan menentukan karakterisasi fasilitas, definisi ancaman, dan identifikasi target. SPF kemudian dirancang dengan memilih teknologi keamanan yang mampu menjalankan fungsi deteksi, penundaan, dan respon dengan optimal. SPF kemudian dikaji menggunakan metode pohon serangan dengan skenario pencurian material nuklir dan sabotase/serangan untuk memperoleh nilai probabilitas keberhasilan serangan musuh. Hasil dari penelitian ini adalah model SPF yang ada saat ini dapat diterapkan di kapal PLTN terapung dnegan modifikasi dan penambahan pada sistem deteksi. Nilai probabilitas pencurian material nuklir adalah 3,98^10-22 dan Nilai probabilitas infiltrasi ke kapal 1,46^10-4. Nilai probabilitas keberhasilan sabotase/serangan adalah 9,88^10-4 dengan probabilitas keberhasilan serangan dari udara dan bawah laut memiliki nilai 2,99^10-4 dan 6,24^10-4. Karakteristik kapal PLTN terapung membutuhkan peningkatan pada fungsi deteksi dan respon dari model SPF yang dikembangkan Sandia National Laboratory.

The need of electricity access to rural areas and other purposes encourages the development of floating nuclear power plant. Floating nuclear power plant is a small and modular reactor design that run in a barge ship moored in the coast. One of the developed floating nuclear power plant design is Akademik Lomonosov in Russia with KLT-40S reactor. Floating NPP Facility could become a target of terrorist attack/sabotage and theft of nuclear materials that can be nuclear security incident. Floating NPP characteristics needs to be addressed with a capable and reliable physical protection system to prevent and mitigate any security incident. Physical protection system of floating NPP need to be addressed to meet those criteria. This study aims to determine the suitability of the application of physical protection system when applied to floating nuclear power plant. The purpose of physical protection system is obtained by determining the facility characterization, threat definition, and target identification. PPS then designed by selecting security technology which is capable of doing detection, delay, and response function reliably. PPS then assessed using the attack tree method using theft of nuclear material scenario and attack/sabotage scenario to obtain the probability of success of enemy attacks. Results from this study is that current SPF models used in land-based NPP can be applied on floating NPP with modifications and additions to the detection systems. Theft of nuclear material probability value is 3.98^10-22 and infiltration to the ship probability value is 1.46^10-4. Attack/sabotage probability of success value is 9.88^10-4 with attacks from the air and underwater probability of 2.99^10-4 and 6.24^10-4. Detection and response function of Sandia National Laboratory PPS model needs to be enhanced in order to address the characteristics of floating NPP.
