KAJIAN PARTISIPASI MASYARAKAT DALAM PENYUSUNAN RENCANA PEMBANGUNAN JANGKA MENENGAH DESA (Kasus: Desa Pandowoharjo, Kecamatan Sleman, Kabupaten Sleman)

RPJMDes merupakan dokumen perencanaan pembangunan desa selama 6 tahun yang penyusunannya perlu menerapkan prinsip partisipatif. Implikasi dari penerapan prinsip tersebut adalah adanya pelibatan masyarakat dalam penyusunannya agar tercipta rencana yang sesuai dengan kebutuhan masyarakat. Desa Pandowoharjo merupakan salah satu desa di Kabupaten Sleman yang pembangunannya dapat dikatakan berhasil. Keberhasilan tersebut tentunya tidak lepas dari partisipasi masyarakat pada tahap perencanaan, termasuk pada penyusunan RPJMDes. Oleh karena itu, penelitian ini bermaksud mengkaji proses penyusunan RPJMDes Pandowoharjo tahun 2015-2020 yang difokuskan untuk 1) mengidentifikasi partisipasi masyarakat; 2) mendeskripsikan faktor-faktor yang mempengaruhi partisipasi masyarakat; dan 3) mengetahui penyerapan usulan program dari masyarakat ke dalam rencana pembangunan Desa Pandowoharjo Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengambilan sampel berupa purposive sampling. Kriteria pemilihan informan dalam penelitian ini adalah masyarakat/pemerintah desa yang terlibat pada setiap proses musyawarah, memahami jalannya proses penyusunan RPJMDes, dan memahami karakteristik masyarakat Desa Pandowoharjo. Informan dalam penelitian ini berjumlah 7 orang. Teknik pengumpulan datanya dilakukan melalui indepth interview, studi literatur, dan juga survei instansi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat Pandowoharjo dalam penyusunan RPJMDes 2015-2020 memiliki karakteristik yang beragam, mulai dari masyarakatnya, bentuk partisipasi, dan juga tingkat partisipasi pada setiap tahapan. Namun demikian, dalam praktik partisipasi masyarakat di Desa Pandowoharjo masih ditemui beberapa kekurangan. Hasil penelitian juga menunjukkan bahwa terdapat beberapa usulan program dari masyarakat yang tidak diserap dalam RPJMDes sebagai akibat dari keterbatasan wewenang masyarakat. Partisipasi masyarakat Pandowoharjo dalam penyusunan RPJMDes sendiri dipengaruhi oleh adanya kesempatan dari pemerintah, kemauan dari masyarakat, dan perbedaan kemampuan masyarakat.

RPJMDes is a rural development planning documents for 6 years, the formulation need to apply the principle of participation. The implications of the application of these principles is community involvement in it in order to create a plan that fits the needs of society. Pandowoharjo is one of the villages in Sleman district that the development was successful. The success of course does not remove from the community participation in the planning phase, including on the arrangement of RPJMDes. Therefore, this study examines RPJMDes Pandowoharjo 2015-2020 that focused to 1) identify community participation; 2) describe the factors that influence community participation; and 3) determine the absorption of the proposed program of society into Pandowoharjo's development plans. This research is a qualitative descriptive research with a purposive sampling techniques sampling. The criteria for the selection of informants in this study is the community/ government that involved in every process, understand the process of arrangement RPJMDes, and understand the characteristics of the Pandowoharjo's community. There are 7 informants in this research. The data collection technique is done through indepth interview, literature study and also survey of the institution. The results of the study showed that the community participation in the arrangement of RPJMDes Pandowoharjo 2015-2020 have characteristics which vary from the community who participate, form of participation, and also the level of participation at each stage. However, in the practice of the Pandowoharjo's community participation still found some lack. The results also show that there are several program proposals from community taht are not absorbed in RPJMDes as a result of the limitations of the public authority. Pandowoharjo's community participation in the arrange of RPJMDes is influenced by the opportunity from the government, the willingness of society and the different capabilities of community.
