Analisis Faktor-Faktor Yang Memengaruhi Penatausahaan Aset Daerah (Studi Kasus pada Pemerintah Daerah Kabupaten Wonogiri)

Laporan hasil pemeriksaan Badan Pemeriksa Keuangan terhadap Laporan Keuangan Pemerintah Daerah Kabupaten Wonogiri Tahun 2009-2014 mendapatkan opini wajar dengan pengecualian. Opini tersebut diberikan karena masih terdapat masalah pada penatausahaan aset. Definisi penatausahaan adalah rangkaian kegiatan yang meliputi pembukuan, inventarisasi, dan pelaporan barang milik daerah sesuai dengan ketentuan yang berlaku. Tujuan penelitian ini ialah mengidentifikasi faktor-faktor yang memengaruhi penatausahaan aset dan merumuskan rekomendasi untuk membantu menyelesaikan masalah penatausahaan aset di Kabupaten Wonogiri. Metode yang digunakan ialah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan analisis dokumen dan wawancara partisipan. Informan terdiri dari para pengurus barang Satuan Kerja Perangkat Daerah (SKPD), Kepala Seksi Penatausahaan Aset, Kepala Bidang Aset Daerah, Kepala Bidang Akuntansi, dan Auditor pada Inspektorat Kabupaten Wonogiri. Penelitian ini berhasil mengidentifikasi faktor-faktor yang memengaruhi penatausahaan aset daerah. Faktor-faktor tersebut menguatkan hasil temuan pada penelitian terdahulu dengan tema yang sama.

The report of the Audit Board on the Local Government Finance Report of Wonogiri Regency Year 2009-2014 reveals that the finance report gets a qualified opinion. It was because there are still problems in the administration of assets. The definition of administration is a series of activities that includes accounting, inventory, and reporting of goods belonging to the area according to the regulations in effect. The purpose of this study was to identify the factors that affect the administration of the assets and to formulate recommendations to help solve the problem of administration of assets in Wonogiri. The method used in this study was the qualitative case study approach. The techniques of data collection were a document analysis and interviews with the participants. Informants in this study were the managers of goods administration of the Local Government Work Unit (SKPD), the Section Head of Asset Administration, the Head of Regional Asset, the Head of Accounting and Auditor at Wonogiri District Inspectorate. This study could manage to identify factors that affect the administration of the local assets. These factors corroborate findings in the previous studies, those with the same theme.
