SINKRONISASI DATA STATUS KEPESERTAAN PASIEN BPJS KESEHATAN MENGGUNAKAN RFID DALAM MENINGKATKAN KUALITAS PELAYANAN PADA RUMAH SAKIT DAERAH BOYOLALI

Rumah Sakit Umum Daerah Boyolali merupakan salah satu rumah sakit Pemberi Pelayanan Kesehatan (PPK) tingkat II yang melayani peserta Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan. Dalam penyelenggaraannya masih ditemukan beberapa kendala yaitu penolakan kartu BPJS dan proses pengajuan administrasi klaim yang lama di rumah sakit akibat dari prosedur yang berbelit-belit. Oleh karena itu dalam penelitian ini diajukan sebuah solusi berupa sistem untuk memperbaiki kualitas pelayanan bagi peserta BPJS di rumah sakit dan Kantor BPJS dengan mengintegrasikan teknologi Radio Frequency Identification (RFID) berbasis jaringan client-server. Sistem ini dibuat dengan memanfaatkan dua struktur database untuk proses sinkronisasi sehingga diperoleh informasi data secara valid dan real-time. Jalan penelitian yang dilakukan adalah membuat sebuah perancangan sistem baik dari sisi perangkat keras maupun perangkat lunak, perancangan struktur database kemudian dilakukan pengujian pada sistem dan aplikasi yang sudah dibuat. Hasil pengujian aplikasi Sistem Informasi Manajemen (SIM) rumah sakit dan BPJS menunjukkan bahwa proses sinkronisasi data status kepesertaan BPJS berjalan secara real-time pada masing-masing simpul serta pembuatan kartu keanggotaan peserta BPJS berbasis RFID. Hasil pengujian implementasi sistem ini adalah ketika RFID kartu peserta BPJS didekatkan ke RFID reader maka sistem menu registrasi pada rumah sakit dan Kantor BPJS aktif dan jika RFID kartu peserta yang digunakan tidak sesuai maka buzzer akan berbunyi. Jarak pembacaan masing-masing RFID tag oleh RFID reader setelah dilakukan 5 kali pengujian adalah 6 cm. Hasil kuesioner menunjukkan nilai kepuasan terhadap 30 sampel menjawab setuju adalah 97% yang artinya adalah pengguna sistem setuju terhadap implementasi prototipe sistem yang diusulkan.

In its implementation still found some constraints, namely rejection BPJS card and filing claims administration process long in hospital as a result of a convoluted procedure. Therefore in this study proposed a solution in the form of a system to improve the quality of services for participants BPJS in hospitals and office BPJS by integrating technology Radio Frequency Identification (RFID) -based client-server networks. The system is made by using two database structure for the synchronization process to obtain valid information and data in real-time. Roads of the research is to make a good system design in terms of hardware and software, database structure design then testing the systems and applications that have been created. Results of testing the application of the Sistem Informasi Managemen (SIM) hospitals and BPJS indicates that data synchronization process runs BPJS membership status in real-time at each node and membership card making RFID-based BPJS participants. Results of testing the implementation of this system is when the RFID card BPJS participants brought to the RFID reader, the menu system of registration at the hospital and BPJS Office will be active and if the participants use RFID cards do not match then the buzzer will sound. Reading distance of each RFID tag by the RFID reader after 5 times the test is 6 cm. The results of the questionnaire showed satisfaction with the value of 30 samples was 97% answered agree that it means is that users agree to a system of a prototype implementation of the proposed system.
