Port of Tanjung Perak is located at the northern of Swabaya City on the strait of Madura. As one of the main seaport in Indonesia, Port of Tanjung Perak has role and fbnction to extend economic Scale that can create the growth of regional trade particularly fbr East Java Province. The other side its as the center of inter-island shipping activities in the whole of eastern Indonesia. Apart of the National Transportation System particularly in Sea Transportation, Port Of Tanjung Perak has to provide port services with efficient, reliable and advance to enhance productivity by port development programmers. Port of Tanjung Perak development will be emphases to providing port requirement,the provision of additional and improvement of existing facilities, such as development of port assoCiated industries, passenger tenninal, Ro-ro terminal and generally the provision of all facilities associated with a modern port. To achieve above programs, Port of Tanjung Perak has a problem that still become constraint factor. It’s how to matching between port user needs and the existing facilities, for instance,Tug Boat fleet for ships berthing. This is based on towing Service that can satis@ port user needs with the availability number of tugs and they will not be accept delay time for berth. So, the purpose of this research is to consider the towing Sefvice particularly requirement of tug boat fleet at the port area and port authority can provide the real time and number of tugs that used in order to achieve the requirement. To forecast flow of ships for year 2001 up to 2005 is used regression forecasting model with Demography (JPDK) as an independence variable. Time services is standard time plus effective time that can be obtained fiom field study, the result of this research obtain a number of optimum facility for tugs to serve ships berthing and un berthing is six tugs boat.
