Masalah dalam penelitian ini adalah penerimaan retribusi pasar hewan rendah. Kondisi ini tidak sebanding dengan potensi populasi ternak di Kabupaten Kupang yang cukup besar dengan persentase penjualanl pengeluaran lebih kurang 25% dari populasi yang ada pada tahun 2001. Tujuan penelitian ini untuk mengetahui dan menganalisis potensi penerimaan retribusi dari pasar hewan. Mengukur efektivitas dan efisiensi pungutan r4busi pasar hewan dan efisiensi pungutan retribusi, serta mengetahui hambatan-hambatan sekalrgus upaya-upaya yang dilakukan untuk mengoptimalkan pungutan retribusi pasar hewan. Alat analisis yang digunakan untuk melakukan perhitungan potensi, efektivitas dan efisiensi digunakan model matematik sederhana, selanjutnya digunakan analisis SWOT untuk mengidentifikasi faktor-faktor eksternal dan internal Dinas Peternakan selaku penanggungjawab pengelolaan pasar hewan. Hasil analisis disimpulkan dari potensi yang dihitung pada tahun 2001 sebesar Rp.951.645.500,- belum dipungut secara maksimal, dengan tingkat efisiensi pungutan retribusi pasar hewan 59,24% di mana sangat tidak efisien dibadingkan dengan biaya pungutan yang dikeluarkan dan sangat tidak efektif karena hanya 18% dari potensi retribusi pasar hewan yang sebenarnya.

Problem in this research was low retribution income of animal market. This condition was not proportional to potential of animal population in Kupang Regency which was high enough with percentage of sale/expending about 25% of existing population in 2001. The objective of this research was to know and to analyze the potential of retribution income of the animal market, to measure effectiveness and efficiency of retribution levici, as well as to know obstacles as well as attempts taken to optimize the retributiondevied from the animal market. The instrument of analysis used to calculate the potential, effectiveness and efficiency was a model of simple mathematics, then followed by the use of SWOT analysis to identify external and internal factors of the Animal Husbandry Department serving as a responsible agent for the management of the animal market. The results of analysis were concluded from the potential calculated in 2001 of Rp.951.645.500,- that has not been levied yet optimally, with level of efficiency of retribution levied from the animal market about 59,24% where it was very inefficient when it was compared with the cost expended to levy it and it was very ineffective for there was only 18% of retribution potential of the actual animal market.
