PROSES REKRUTMEN DOSEN PADA FAKULTAS ILMU SOSIAL DAN ILMU POLITIK UNIVERSITAS YAPIS PAPUA

PublikPenelitian ini bertujuan untuk mengetahui bagaimana proses pelaksanaan rekrutmen serta faktor-faktor yang mempengaruhi proses rekrutmen dosen pada Fakultas Ilmu Sosial dan Ilmu Politik Universitas Yapis Papua. Untuk menganalisis proses rekrutmen, penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Tehnik pengumpulan data dilakukan melalui wawancara, dan dokumentasi. Analisis data dilakukan melalui proses interaktif yang dimulai dari proses pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian dapat disimpulkan bahwa proses rekrutmen dosen pada fakultas Ilmu Sosial dan Ilmu Politik Universitas Yapis Papua meliputi: 1) tahap perencanaan dan persetujuan penerimaan didasarkan pada kebutuhan dari tiap program studi; 2) pengumuman lowongan proses rekrutmen dosen dilaksanakan secara internal; 3) Penentuan strategi rekrutmen secara internal dengan memfokuskan pada pelamar dari internal organisasi; 4) seleksi dan ujian dilakukan dengan memadukan 3 (tiga) bentuk tes, yaitu tes tertulis, tes praktek dan tes wawancara.; 5) penyaringan, wawancara dan verifikasi referensi. Penyaringan berkas kelengkapan berkas lamaran dosen yang kemudian diverifikasi melalui wawancara kedua yang dilakukan setelah seleksi tertulis; 6) negosiasi dan penempatan dalam proses rekrutmen tidak dilakukan secara lengkap; 7) pertimbangan akhir setelah seleksi melalui proses sosialisasi dan pengenalan lingkungan kerja dalam lingkup Fakultas Ilmu Sosial dan Ilmu Politik. Transparansi dalam proses seleksi calon dosen tampak dari perencanaan melalui rapat bersama; kepanitiaan rekrutmen; seleksi secara terbuka dengan melibatkan wakil rector; dekan dan ketua program studi; dan adanya ujicoba calon dosen. Akuntabilitas tampak pada seleksi yang didasarkan pada peraturan Yayasan, seleksi dilakukan secara bertahap, adanya kesesuaian kebutuhan dengan hasil seleksi, dan masa uji coba untuk mengetahui kemampuan calon dosen. Faktor yang mempengaruhi proses rekrutmen dosen pada Fakultas ilmu Sosial dan Ilmu Politik Universitas Yapis Papua terdiri faktor internal dan faktor eksternal. Faktor Internal meliputi: kebijakan organisasi, anggaran, kebutuhan program studi, kemampuan dan kompetensi calon, serta hasil seleksi. Faktor Eksternal yang mempengaruhi proses rekrutmen meliputi, Undang-undang dan peraturan pemerintah serta ketersediaan pelamar atau pasar tenaga kerja.
This study aims to determine how the implementation of the recruitment process and the factors that affect the recruitment of lecturers in the Faculty of Social and Political Sciences, University of Papua Yapis. To analyze the recruitment process, this study used a descriptive research method with a qualitative approach. Techniques of data collection through interviews, and documentation. Data analysis was performed through an interactive process that starts from the process of data collection, data reduction, data display, and conclusion. Based on the results of this study concluded that the process of recruitment of lecturers in the Faculty of Social and Political Sciences, University of Papua Yapis include: 1) the planning and approval of acceptance based on the needs of each program of study; 2) vacancy announcement faculty recruitment process conducted internally; 3) Determination internal recruitment strategy by focusing on the internal organization of the applicant; 4) selection and examination conducted by combining three forms of the test, the written test, practical test and interview; 5) screening, interviews and reference verification. File filtering completeness of the application file which is then verified through faculty interviews conducted after the second written test; 6) the negotiation and placement of the recruitment process is not carried out in full; 7) the final judgment after selection through the socialization process and the introduction of the working environment within the Faculty of Social Sciences and Political Science. Transparency in the selection process of planning lecturer looked through joint meetings; recruitment committee; openly selection involving vice chancellor, dean and head of the study program, and the presence of prospective trials lecturer. Accountability seems to selection rules based on the Foundation, the selection is done in stages, with the requirement of correspondence selection results, and future trials to determine the ability of prospective faculty. Factors affecting recruitment science lecturer at the Faculty of Social and Political Sciences, University of Papua Yapis consists of internal factors and external factors. Internal factors include: the organization's policies, budget, course requirements, capabilities and competence of candidates, and the selection results. External factors that affect the recruitment process include, laws and regulations as well as the availability of the applicant or the labor market.
