STRATEGI NAKASONE DALAM MENGHADAPI TANTANGAN INTERNASIONALISASI PENDIDIKAN TINGGI DI JEPANG

Since 1980s each country has been facing global phenomenon in every aspects. One of the current global trends is the internationalization of university, of which each country is demanded to effectively respond this trend. In regard of this issue, Japan has shown particular interests and efforts to internationalize its universities. This thesis analyzes the background of Nakasone’s intention to internationalize Japan’s higher education and Nakasone’s strategies to internationalize the system in 1980s as part of national education reform agenda. There were several prominent actors involved in the education policy’s decision making. Some of them were Japan’s Prime Minister, Nakasone, LDP Zoku (Liberal Democratic Party Zoku), and Monbushō (Ministry of Education). Other actors also played certain role, albeit minor one, Keizai Dōyūkai (Japanese Committee for Economic Development) and Nikkyōso (Japan Teachers’ Union). This thesis elaborates Nakasone’s policy of university’s internationalization as a result of compromised interests. This statement can be seen from the history of formation and membership of ACHE (Ad Hoc Council on Education). As the result, what being perceived as internationalization of university system as part of education reform is only modification of old system that still emphasizes on Japanese values.
