Perkembangan pemanfaatan website di lingkungan pemerintahan sebagai sarana penyebaran informasi dan komunikasi memang semakin meningkat dari tahun ke tahun. Tetapi peningkatan yang terjadi masih pada sisi jumlahnya saja, belum menyentuh pada sisi kualitasnya. Implementasi mayoritas website pemerintahan masih berada pada tingkat pertama atau tahap persiapan dan hanya sebagian kecil yang telah mencapai tingkat kedua atau tahap pematangan. Sementara masih belum ada website pemerintahan yang telah mencapai pada tingkat pemantapan dan pemanfaatan. Artinya pemanfaatan website pemerintahan masih berada pada tahap awal berupa penampilan website yang berisi informasi dasar saja. Untuk itu dalam pengembangan website pemerintahan perlu diketahui faktor-faktor penting yang harus diperhatikan agar website yang dibangun dapat mencapai tujuannya. Penelitian ini menggunakan website Pemerintah Kota Bandung, website Pemerintah Kota Bogor dan website Pemerintah Kota Malang sebagai obyek penelitiannya. Ketiga website tersebut dikatakan website yang berhasil karena merupakan peringkat 3 (tiga) teratas hasil pemeringkatan dari Litbang Kompas. Pengakses website tersebut diberikan kuesioner yang disusun berdasarkan metode WebQual untuk mengetahui persepsinya tentang kualitas website yang diaksesnya. Data hasil survey digunakan untuk tahap analisis faktor untuk mengetahui faktor-faktor yang mempengaruhi tingkat keberhasilan website pemerintah. Setelah dilakukan tahap analisis faktor diperoleh 5 (lima) faktor yang mempengaruhi tingkat keberhasilan website pemerintah dengan jumlah varians sebesar 69,42%. Kelima faktor tersebut secara berturut-turut dari yang paling dominan adalah Faktor Kualitas Interaksi, Faktor User Friendly, Faktor Daya Tarik, Faktor Layout dan Faktor Kualitas Informasi.

Website using as information and communicating spreading tool among government environment is increasing from year to year. But the increase only take place in quantity, not quality. In majority, the implementation of government website is on first level or preparation stage and only a small amount of it that reach the second level or maturing stage. meanwhile, there is no government website that already reach maturing stage, and utilization stage. Meaning, the using of government website is on first level showing only basic information. That's why, in developing government website, it's needed to know important factors that must be considered so that the website that's constructed can reach it's goal. This research is using Bandung government website, Bogor government website, and Malang government websites as object of observation. These 3 (three) websites can be stated as successful website because they are included in big three of Kompas Research and Development rating. The website's users is given a survey that is arranged by using WebQual method to find out the perception about the websites quality. The data gained from the survey is using to analyze the factor to find out what factors that contribute the government website's success. After conducting factor analysis stage, acquired 5 (five) factors that contribute the government website's success by the number of variance 69,42%. These 5 factor is, in descending order from the most dominant are, Interaction Quality Factor, User Friendly Factor, Attracting/Interesting Factor, Layout factor and Information Quality Factor
