ABSTRACT Minority issues can be found in both developing countries and developed countries. One example is the Ainu people and Ainu descent who is one of the minority groups in Japan. They are experiencing social exclusion from the majority group in Japan, namely the Wajin. The social exclusion seems to be caused by the differences of race or ancestry between the Ainu people and Ainu descent with the Wajin. That difference can be considered as a source of rejection and distrust of most of the Wajin against the Ainu people and Ainu descent. They demonstrated it through various acts of discrimination. Similar to the Japanese government that comes from the Wajin. The Japanese government often established and enforced a number of discriminatory policies towards the Ainu people and Ainu descent.
