ABSTRACT Badan Usaha Milik Desa (BUMDes) is a business entity that all or most of the capital is owned by the village to manage the assets, services, and other efforts for the welfare of rural communities. However, this economic institutions are still managed by rural communities that have no experienced in managing profit oriented business and social. This thesis aims to analyze the organization capacity of BUMDes Bleberan Village, in Playen District of Gunungkidul Regency in managing potential rural tourism. Management of potential rural tourism by BUMDes Bleberan constrained by the ability of personnel who lack in knowledge and experience, limited facilities and infrastructure. This research used a qualitative descriptive approach, using data collection method through depth interviews, observation, and documentation. This research seeks to analyze the organization capacity of BUMDes in the context of village autonomy and community based tourism. Studied organization capacity are the capacity of system, organizational capacity and individual capacity. The result showed that the presence of BUMDes support the establishment of village autonomy by increasing participation and welfareness of the community. Management of potential tourism by BUMDes Bleberan is a form of Community Based Natural Resources Management in particular forms of Community Based Tourism. The capacity of the system in the form of legislation and supporting policies have been developed in support of business activities of BUMDes. Central and local governments have issued various rules and supporting policies that do not contradict with the aim of BUMDes. Capacity at the organizational level for the BUMDes Bleberan generally already meet the needs of the organization in achieving its objectives. Aspects that has been met with both level of organizational capacity, among others, the division of labor through the shift system and duties are clear, structuring and financial accountability are good, work procedures through the development of AD/ART BUMDes, conducive working environment and good leadership through involvement in settlement the problem. Problems in strengthening organizational capacity is in the fulfillment of facilities and infrastructure management activities of BUMDes in potential rural tourism. Individual capacity level is generally adequate for the ongoing management of potential village tourism. From the aspect of knowledge, general education level of employees and administrators of BUMDes charge of managing the potential village tourism are very diverse. Managers and employees of BUMDes Bleberan not have special skill and background of tourism management. In ethics and behavior of personnel in BUMDes Bleberan has a good image and excellent service to tourist. Keywords : Organization Capacity, Village Owned Entreprise, and Village Tourism Potential
